City of Arden Hills, Minnesota
Five-Year Capital Improvement Plan for Bond Issuance 4
IV. PROJECT SUMMARY
The expenditures to be undertaken with this CIP for the years 2025 to 2029 are
limited to those listed in Appendix A. All other foreseeable capital expenditures within
the City government will come through other funding sources as identified within the
City’s annual budgeting process.
The CIP Act requires the City Council to consider eight factors in preparing the CIP
and authorizing general obligation bonds.
1. Condition of the City’s existing infrastructure, including projected need for
repair or replacement.
2. Likely demand for the proposed improvement(s).
3. Estimated cost of the proposed improvement(s).
4. Available public resources.
5. Level of overlapping debt in the City.
6. Relative benefits and costs of alternative uses of funds.
7. Operating costs of the proposed improvement(s).
8. Alternatives for providing services most efficiently through shared facilities
with other cities or local governments.
The City has considered the eight points as they relate to the project identified in
Appendix A and more thoroughly defined below through the issuance of CIP Bonds.
Conditions of City Infrastructure and Need for the Project
The City has a joint Fire Department (Lake Johanna Fire Department) (“LJFD”) with
the cities of North Oaks and Shoreview. The LJFD currently has three (3) fire stations
servicing the member cities. As these facilities continue to age and the demands for
programs and services evolve, the participating cities must maintain and renovate
the existing grounds and buildings and/or acquire or build new facilities. To evaluate
these needs, the participating cities and LJFD regularly reviews both the conditions
of its facilities as well as the changing needs for, and mandates placed upon, its
activities and services.
In 2018, consistent with this effort, the participating cities and LJFD engaged Buetow
2 Architects to complete a long-range planning study for a new fire station to replace
the existing Fire Station 4 (“Study”). Based on the Study, the participating cities and
LJFD identified the need to build a new fire station to meet the needs of the fire
fighters and the cities served by the LJFD. The Study identified:
The existing Fire Station No. 4 does not provide appropriate site area to be
able to expand to meet the needs of the cities, specifically to accommodate
