City of Arden Hills, Minnesota <br />Five-Year Capital Improvement Plan for Bond Issuance 4 <br />IV. PROJECT SUMMARY <br />The expenditures to be undertaken with this CIP for the years 2025 to 2029 are <br />limited to those listed in Appendix A. All other foreseeable capital expenditures within <br />the City government will come through other funding sources as identified within the <br />City’s annual budgeting process. <br />The CIP Act requires the City Council to consider eight factors in preparing the CIP <br />and authorizing general obligation bonds. <br />1. Condition of the City’s existing infrastructure, including projected need for <br />repair or replacement. <br />2. Likely demand for the proposed improvement(s). <br />3. Estimated cost of the proposed improvement(s). <br />4. Available public resources. <br />5. Level of overlapping debt in the City. <br />6. Relative benefits and costs of alternative uses of funds. <br />7. Operating costs of the proposed improvement(s). <br />8. Alternatives for providing services most efficiently through shared facilities <br />with other cities or local governments. <br />The City has considered the eight points as they relate to the project identified in <br />Appendix A and more thoroughly defined below through the issuance of CIP Bonds. <br />Conditions of City Infrastructure and Need for the Project <br />The City has a joint Fire Department (Lake Johanna Fire Department) (“LJFD”) with <br />the cities of North Oaks and Shoreview. The LJFD currently has three (3) fire stations <br />servicing the member cities. As these facilities continue to age and the demands for <br />programs and services evolve, the participating cities must maintain and renovate <br />the existing grounds and buildings and/or acquire or build new facilities. To evaluate <br />these needs, the participating cities and LJFD regularly reviews both the conditions <br />of its facilities as well as the changing needs for, and mandates placed upon, its <br />activities and services. <br />In 2018, consistent with this effort, the participating cities and LJFD engaged Buetow <br />2 Architects to complete a long-range planning study for a new fire station to replace <br />the existing Fire Station 4 (“Study”). Based on the Study, the participating cities and <br />LJFD identified the need to build a new fire station to meet the needs of the fire <br />fighters and the cities served by the LJFD.
