Page 1 of 2 <br />CONSENT ITEM – 8F <br /> <br />MEMORANDUM <br /> <br /> <br />DATE: March 10, 2025 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: Lake Johanna Fire Department Station Funding <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A Electric Franchise Fees <br />within Public Safety Capital Fund <br /> <br /> <br />Council Should Consider <br /> <br />Motion to approve, table, or deny the following: <br />• Resolution 2025-024 relating to the Minnesota Department of Public Safety Grant <br />Funding Assistance for the Lake Johanna Fire Department (LJFD) project <br />matching funds. <br />Background <br /> <br />On February 10, 2025, the Council approved Resolution 2025-021 for the Lake Johanna Fire <br />Department headquarters project to demonstrate evidence of matching funds to the Minnesota <br />Department of Public Safety. This resolution is necessary to receive the $6.37 million in State <br />grant funding for the station construction. This grant shall be used to construct, furnish, and <br />equip a facility on land owned by the Lake Johanna Fire Department Headquarters Board to <br />provide emergency fire and medical services. <br /> <br />Since the approval, the Cities and LJFD were notified by the State that there was phrasing absent <br />within the resolution that will be required before moving forward with receipt of grant funds. A <br />redlined version of the previously approved resolution is included with this memo as Attachment <br />A. The Shoreview and North Oaks City Councils were asked to approve this same amended <br />template resolution. <br /> <br />Currently, Arden Hills’ share of expenses to the LJFD are 24.2 percent based on the 2025 Cost <br />Share formula; the City’s share of the project would be the total, less State funding, and we <br />would be responsible for 24.2 percent of the costs.
