Page 1 of 2 <br /> <br />CONSENT ITEM – 8H <br /> <br /> MEMORANDUM <br /> <br />DATE: March 10, 2025 <br />TO: Honorable Mayor and City Councilmembers <br /> Jessica Jagoe, City Administrator <br /> <br />FROM: Elena Fransen, Senior Planner <br /> <br />SUBJECT: Planning Case #24-016– JJ & CBM Investments, LLC Planned Unit Development <br />Amendment, 3776 Connelly Avenue <br /> <br /> <br />Council Should Consider <br /> <br />Motions to approve, table, or deny the following: <br /> <br />• Amended Planned Unit Development Agreement for JJ & CBM Investments, LLC based <br />on the City Council approval of Planning Case 24-016 on October 28, 2024. <br /> <br />Background <br /> <br />The City Council approved a Master and Final Planned Unit Development, Site Plan Review, and <br />Conditional Use Permit for Rose Kukwa (“Applicant”), dba JJ & CBM Investments, LLC <br />(“Developer”) at 3776 Connelly Avenue on July 22, 2024, for the redevelopment of the existing <br />11,000 square foot commercial building as an event center and restaurant subject to the 33 <br />conditions. <br /> <br />The Applicant submitted a land use application for a Planned Unit Development Amendment, <br />proposing additional flexibility from exterior building materials. On October 28, 2024, the City <br />Council approved a Planned Unit Development Amendment with four conditions. These changes <br />require an Amendment to the Development Agreement between the City and the Developer. The <br />City Attorney has prepared the Agreement and the document has been reviewed and approved by <br />the Applicant and staff (Attachment A). <br /> <br />Options and Motion Language <br /> <br />Staff has provided the following motion language for this case. <br /> <br />1. Approval: Motion to approve the Amended Development Agreement for JJ & CBM <br />Investments, LLC based on the City Council approval of Planning Case 24-016 on October 28, <br />2024. <br />
