Public Works Director / City Engineer <br /> <br />SUBJECT: 2026 PMP Street & Utility Improvements Project – Feasibility Report and <br />Professional Services <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $2,585,000 (CIP) TBD through feasibility study PIR, Special Assessments, <br /> Utility Funds, RCWD Grant <br /> <br />Council Should Consider <br /> <br />Motions to approve, table, or deny the following: <br /> <br />• Resolution 2025-025, Ordering Preparation of the Feasibility Report for the 2026 <br />PMP Street & Utility Improvements Project. <br />• Accepting the proposal from Bolton & Menk in the amount not-to-exceed of <br />$439,813 for the Feasibility Report, Design of plans and specifications, and <br />construction administration of the 2026 PMP Street & Utility Improvements Project. <br />• Geotechnical/pavement evaluation and environmental services with Braun Intertec <br />Corporation for the Base Scope of Services in the amount of $34,725. <br /> <br />• Special benefit appraisal services proposal with Nagell Appraisal & Consulting in the <br />amount of $1,600. <br /> <br />Background/Discussion <br />The 2025-2029 Capital Improvement Program (CIP), identifies proposed street and utility <br />improvements within the Karth Lake neighborhood area for 2026, the proposed project area can <br />be seen in Attachment A. The proposed streets include Karth Lake Dr., Pleasant Drive (between <br />south and north cul-de-sacs), Pleasant Dr. (Amble Dr. to south cul-de-sac), Pleasant Circle, <br />Amble Drive (Karth Lake Dr to Lexington Avenue), Karth Lake Circle, and Cummings Park <br />Drive, which includes approximately 132 properties adjacent to the street improvements. <br /> <br />The City Council Work Session on February 10, 2025, included discussion of the anticipated <br />scope of work, schedule and an initial estimate of costs for potential improvements within the
