<br />. <br /> <br />. <br /> <br />. <br /> <br />MINUTES <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL MEETING <br />AUGUST 30, 1999 <br />7:30 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br />Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the regular <br />City Council meeting at 7:30 p.m. <br /> <br />Present: <br /> <br />Mayor Dennis Probst, Councilmembers Beverly Aplikowski, Gregg <br />Larson, Paul Malone, and Lois Rem. <br /> <br />Absent: <br /> <br />None <br /> <br />Also present were Public Works Director, Dwayne Stafford; Interim City Administrator, <br />Terrance Post; Associate Planner, Nancy Randall; Thomas J. Moore, Parks and <br />Recreation Director; and Recording Secretary, Lori Rolfson. <br /> <br />ADOPT AGENDA <br /> <br />MOTION: <br /> <br />Councilmember Aplikowski moved and Councilmember Larson seconded a <br />motion to adopt the agenda for the August 30,1999, regular City Council <br />meeting. The motion carried unanimously (5-0). <br /> <br />SUMP PUMP INSPECTIONS <br /> <br />A. Informational Public Meeting <br />B. Ordinance #314, Sump PlunpS <br /> <br />Mr. Stafford explained that the City Council discussed the proposed ordinance change <br />recommendation at its August 9, 1999 meeting. The Public Works Department believes that <br />there are prohibited sump pump connections to the City sanitary sewer lines. These connections <br />cause problems for the Public Works Department, as well as higher residential utility bills for <br />sewer treatment. <br /> <br />As directed by the City Council, staff published notice in the City's official newspaper of the <br />informational meeting this evening. <br /> <br />Mr. Stafford presented slides explaining the operation and installation of a residential sump <br />pump. Slide #1 explained the basement excavation process to prepare for a sump pump <br />installation. The basement of a home is excavated to a point below the footings and the space is <br />typically filled in with sand. When heavy rains occur, the run-off becomes trapped in the sand <br />area and can leak into the basement of the home. To prevent the water leaking into the basement, <br />many contractors will install drain tile outside the footings, and the water is directed into a sump <br />pump. <br />
