<br /> ARDEN HILLS CITY COUNCIL - OCTOBER 12,1999 11 <br />. Mayor Probst stated that the City has been receiving a great deal of correspondence regarding <br /> code enforcement issues with tile property to the south ofthe current City Hall. He indicated that <br /> he was satisfied with how staff has been handling this issue and asked that staff proceed with <br /> their current mode of action. <br /> Mayor Probst stated that one issue that the City Council has discussed previously was that a <br /> home on Noble Street has been converted into a dormitory. In speaking with Mr. Post, it does <br /> not appear that the City has many options in the current code. Mayor Probst suggested that the <br /> Planning Commission look into this issue. It was his understanding that the residents of the <br /> home have been well behaved, however, the neighborhood was frustrated by the number of cars <br /> and the fact that virtually tbe entire front yard has been paved. He suggested that the Ordinance <br /> be reviewed for restrictions on lot coverage with a bard surface. <br /> Councilmember Larson stated that he was surprised that the City Code did not restrict the <br /> number of non-related persons living in one house. Mr. Post did not believe that the City Code <br /> had this sort of restriction. Councilmember Larson suggested that the possibility of this being <br /> added to the City Code be looked into. <br /> Councilmember Aplikowski stated that there had been a court case in the City of Saint Paul <br /> which dealt with the number of unrelated people living in one home. Councilmember Malone <br /> noted that cities do not usually prevail in these types of cases. <br />. Mayor Probst stated that the City of Roseville was receptive to participating with the City of <br /> Arden Hills in the Water Quality grant discussed at a previous City Council meeting. He <br /> indicated that the dead line to apply for this grant was nearing and suggested that staff pursue this <br /> joint effort with the City of Roseville. <br /> Mayor Probst stated that he had asked Mr. Post for an update on Code enforcement issues at the <br /> next Council Worksession. Additionally, he would want to speak witb Mr. Stafford and Mr. Post <br /> regarding the issues being raised by Saint Paul Water Utility. <br /> Councilmember Larson stated that the Water Quality Task Force was meeting this evening with a <br /> representative from the City of Roseville. <br /> Mayor Probst commended the Parks and Recreation Department for the favorable reviews ofthe <br /> summer programs. <br /> Mayor Probst expressed his appreciation to the City staff and Council for the volunteer picnic <br /> held Thursday, September 30, 1999. He indicated that the event went well and there had been <br /> some new individuals in attendance. He suggested that this event be held again next year. <br /> Councilmember Aplikowski asked if the volunteer picnic had been held at an appropriate time. <br /> She indicated that it was difficult for her to attend events that are held at 5 :00 p.m. Mr. Post <br />. <br />
