She stated that a practical dumpster <br /> can only be screened so much and the garbage generated by businesses is simply a fact of life. <br /> She felt that the City cannot encourage businesses in the community and then expect these <br /> businesses to not accumulate garbage. <br /> Councilmember Rem stated that, if tenant parking is needed at the end of the loading dock, she <br /> would not have a problem with the trash dumpster, screened with a chain link fence, being placed <br /> as proposed. <br /> Mayor Probst stated that there are facilities with needs that can be solved in a variety of ways and <br /> it seemed as though the attempt is to solve these issues in the least expensive way possible. <br /> '.\Then a business uses the least expensive solution for an enclosure, within a few short years it <br /> looks worse than if nothing would have been used. <br /> . Councilmember Aplikowski asked how many bays are used by the applicant. Ms, Randall stated <br /> that the applicant uses two bays oCthe building. Councilmember Aplikowski asked if there were <br /> other tenants in the building. Ms. Randall stated that there are currently two tenants in the <br /> building and there would be approximately four areas within the building for additional tenants, <br /> Councilmember Aplikowski confirmed that the applicant does not currently have a trash <br /> compactor. Ms. Randall stated that this was correct. Councilmember Aplikowski asked how <br /> many trash dumpsters the applicant is currently using, Ms, Randall stated that the applicant is <br /> currently using one trash dumpster which requires daily pick ups, Councilmember Aplikowski <br /> confirmed that the trash dumpster is currently not screened. Ms. Randall stated that this was <br /> correct. <br /> Councilmember Aplikowski asked if having a compactor emptied three times per week versus <br /> daily pick ups of a trash dumpster was a cost saving issue or simply a matter of convenience. <br /> Ms. Randall stated that initially there would be no cost saving due to the cost of the compactor. <br /> However, the applicant has found that over time the compactor will save money, She added that <br /> the compactor will alleviate problems of the trash dumpster being over-full during overtime <br /> shifts, The applicant has indicated that extra pick ups have been required during overtime hours. <br /> Councilmember Larson noted that tllis was a large building for which the owner has made no <br /> provision for the garbage. I-Ie indicated that he was not interested in trying to keep businesses <br /> . horn generating garbage, However, he felt that the Welsh Corporation should take ownership of <br /> the issue and set aside a properly screened area to handle the trash for the entire building, <br />
