He suggested that there may be ways to <br /> minimize the ponding. <br /> Council member Larson agreed that the City Council should move forward with a public meeting <br /> on this report in order to gain the neighborhood input. He would prefer that the report be <br /> amended prior to this meeting with changes in storm sewer drainage system on Ingerson Road. <br /> He asked what the cost difference would be to alter this drainage with a smaller, eight-year pipe. <br /> Mr. Brown stated that a 36 to 42-inch pipe would cost approximately $100 per foot, where a 24- <br /> inch pipe would cost approximately $50 per foot. He offered to look into other variables to <br /> determine what the trade offs would be. <br /> Councilmember Larson felt that it would be worthwhile pursuing the possibility of reducing the <br /> overall cost of the project by the Rice Creek Watershed District committing more funds towards <br /> the cost of pond construction. He indicated that the District has not done much in Arden Hills <br /> for many years. He felt that the ponds were important and may be the first things to be removed <br /> from the project if funding was a concern. <br /> Mayor Probst asked if the inlet at the intersection ofIngerson Road and Fernwood Street was a <br /> wet land or a dry creek bed. Mr. Brown stated that this was wet halfway from Fernwood Street <br /> to the lake. Mayor Probst stated that he was concerned about diverting the water from Lake <br /> Josephine in dry years and the possibility of the level of the lake fluctuating. He felt that there <br /> should be a better understanding of these implications. <br /> . Assuming that the City Council will move forward with the public meeting, Mayor Probst <br /> requested that the street width layout be removed from the exhibits that will be displayed. One <br /> reason that he favored the 32-foot wide street was the fact that the City of Arden Hills does not <br /> have sidewalks which results in bicyclists and pedestrians being in the streets. He felt that he <br /> could support narrow widths for the purposes of traffic calming and other neighborhood <br /> concerns. However, he would not support this suggestion if the only intent was to save some <br /> money. <br /> Councilmember Larson asked if Mayor Probst was suggesting the project be re-estimated on the <br /> basis of 32-foot streets. Mayor Probst felt that this should be done. He noted that he was not <br /> sure how much of the project the City was prepared to take on at this point. Therefore, it would <br /> be likely that the project would be delayed or split in two. Either way, he felt it was important to <br /> inform the residents of the project plans. <br /> Councilmember Larson stated that the City should be prepared to present to the residents what it <br /> believed to be the best proposal. He felt that the project still had many loose ends. Mr. Post <br /> suggested that the City Council not accept the Feasibility Report at this time to allow the <br /> concerns of the Council to be incorporated into a revised report. <br /> Councilmember Larson stated that, if the consensus ofthe City Council was to stay with the <br /> . standard street widths, the standards should be adhered to unless good reasons to deviate from <br /> them was found. <br />
