He felt that the <br /> only solution would be for a wall that blends with the building, using the same materials as the <br /> building. <br /> Councilmember Malone noted that the City of Arden Hills does not allow accessory uses in front <br /> yards. This request included a variance to allow this unit to be placed in the front yard when it <br /> would be possible to place it elsewhere. He felt it important that the City ensure the screening <br /> does its job as much as possible to make the generator disappear into the building. <br /> Mr. Beck reiterated that any sort of remote screening would appcar likc an addition to the <br /> building. He preferred the Planning Commission's recommendation for a cedar wood fence, <br /> with vertical lines painted to match the building. He indicated that the fence would not be <br /> allowed to get run down. He felt that the fence would get thc samc result the Council was <br /> looking for without the long-term problems of hooking a block wall to the heart of the building. <br /> Mr. Apple noted that the blocks uscd for the existing building run in a vertical line and can be <br /> easily scratched. He suggested that a structurally sound cedar wood fence be built that keeps <br /> with the same increments of dimension between the vertical spacing on the block using two-inch <br /> by two-inch cedar wood. Once painted to match the existing blocks, he felt that this would <br /> appear almost identical to the building from the street. Mr. Beck concurred with this suggestion. <br /> Councilmember Aplikowski reiterated that a block wall would not be practical. She stated that, <br /> . if it was necessary, a fence could be removed or changed. Shc fclt that the applicants have <br /> shown that they carc about their building and she was still in favor of a cedar fence, as described <br /> by Mr. Apple. <br /> MOTION: COlillcilmember Larson moved and Councilmember Malone seconded a motion to <br /> approve Planning Casc #99-12, Sitc Plan, to allow for the construction of a 5 foot <br /> 6 inch by 13 foot 6 inch generator and 13 by 25 foot fence enclosure, along with a <br /> 13 foot variance, with the following conditions <br /> 1. The fence be of material that matches the existing building. <br /> 2. The generator only be run a maximum of five hours per month for <br /> servicing or during the duration of power failures, <br /> 3. The temporary generator on a trailer be removed <br /> The motion carried (3-2, Councilmembers Aplikowski and Rem opposed). <br /> Ms. Randall requested clarification if the motion was for a brick or wood fencc. Mayor Probst <br /> stated that the motion was for material that matchcs the building, which would be ribbed brick. <br /> Councilmember Larson agreed that the motion was for the same material as the building. <br /> . <br />
