Crepeau, Jr. , Counci Imen Charles Crichton, <br /> Robert Woodburn, James Wingert, Wi II iam Feyereisen. <br /> Absent - None. <br /> Also Present - Police Chief Pat Sexton, Clerk Administrator Charlotte <br /> 'kNiesh, Deputy Clerk Dorothy Zehm. <br /> Approval of Minutes <br /> Wingert moved, seconded by Crichton, that the Minutes of the Regular <br /> Counc i I Meeting of October 27, 1975, be approved as amended. Motion <br /> carried unanimously. <br />. BUSINESS FROM THE FLOOR <br /> None. <br /> Ramsey County Commissioner Robert J. Orth <br /> In a question and answer session, Commissioner Orth and the Counc i I <br /> discussed the following issues and proposed legislation: <br /> County Emergency Medical Services <br /> County Platting Commission <br /> Revenue Sharing <br /> County/Munici?allty Communications <br /> Leve I s of Gove rnmen t <br /> REPORT OF VILLAGE POLICE CHIEF PAT SEXTON <br /> Community Service Officer <br /> Sexton reported that Fede ra I funding for an Arden Hi lis Community <br /> Service Officer wi II apparently not be avai lable this year. <br /> No Trespassing Signs <br /> Sexton advised that three metal "No Trespassing" signs are needed <br /> In the "Honda Hi 115" area; requested authorization to purchase the <br /> three signs @ $6.00 each. <br /> Council authorized the expenditure from the Pol ice Budget. <br /> Reserve Officer Program <br /> Sexton referred Councl I to his memo of 11-7-75, and described the <br /> Reserve Officer Program, wh i ch has been discussed by the Public Safety <br /> Committee, and which he proposes for Arden Hi.lls, noting the following: <br /> I. Training Program to be one night a week for 10 weeks. <br /> 2 . Reserve O-fficar i s unpaid. <br /> 3. Reserve Officer to be trained in forms of law enforcement <br /> which he can perform under the direction of a police officer. <br /> 4. Program to consist of 5 to 10 people the first year, p rima r I I Y <br /> Arden Hi lis residents. <br /> 5. Reserve Officer Program would be operated by chain of command, <br /> similar to police office,- chain of command; would have set of <br /> rules, a proba1"ionary period and be subject to Civi I Defense <br /> rules. <br />. 6 . Reserve Officer wi II not carl-y s j de-arms, but will be instruc- <br /> ted in use of weapons. <br /> After discussion, Councl I referred matter to the Public Safety Committee <br /> for its recommendations to Counei !. <br /> Ramsey County Communications System <br /> Sexton re porte d that system should be in effect by mid-1976; bids will be <br /> received by the County in December, 1975 ; at te r bid is accepted, munl- <br /> cipalltif's w I I I have one year to purchase equipment at County costs. <br /> Sexton advised tha'. th', City's share of System cost ($578.00) can be <br /> paid from 1976 bud~;e";", I f .rh i s is pre .ierred. <br /> Out of City Squad Car Usage <br /> Counc i I discussed \,ith Sexton the a,)proxl mate number of sq uad ca r "run s n <br /> out of the City.
