<br /> . Mr. VanWormer reviewed proposed construction plans at the intersection of Highway
<br /> D96 and Lexington Avenue, pointing out that the cul-de-sac in the southwest
<br /> quadrant is to be constructed along with the other improvements in order to prevent
<br /> future developers of the adjacent property from obtaining access to Highway D96
<br /> or Lexington Avenue too close to the intersection. When asked if the cul-de-sac
<br /> . could be delayed and built only if some future development with the problem did
<br /> materalize, VanWormer advised that construction now using 90% Federal money would
<br /> be preferable to using 100% State money at some future date. He also stated that
<br /> if it were built now and the ultimate development of the property made it unnecessary,
<br /> the Highway Department would remove it at that time.
