Sheehy reported he has discussed the project with Mr. Ronald Imrnsck, DNR, who <br />said he anticipated no problem in obtaining a permit from DNR. <br /> <br />The matter was referred to Mr. Sheehy to pursue with Rice Creek Watershed District <br />and DNR, submitting approval from both to the Arden Hills Council prior to proceeding <br />with the project. <br /> <br />Case No. 72-50, Comprehensive Development Plan <br /> <br />The proposed Arden Hills Comprehensive Development Plan (Revised 1974) was reviewed <br />by the Council and suggestions re wording changes, deletion of repetitive statements <br />and correlation of maps and text were made. <br /> <br />. <br /> <br />Planner Schmid reminded the Council that a Comprehensive Development Plan must be a <br />flexible document containing continually changing materials describing a program for <br />the Village. It should not be confused with Zoning, which is the implementation of <br />the Plan. <br /> <br />Schmid explained that the Comprehensive Plan can be used as the basis for reaching <br />determinations in the Village (i.e. zoning changes, etc.). If the change is in <br />accordance with the policy statements of the Plan, it can be deemed ,"o.k. to proceed". <br />Schmid said that the legal basis of the Plan comes mainly from the policies; a "policy <br />statement" should back up each "goal". <br /> <br />In discussion of ~h~ Park Plan, Schmid said this Plan should also include goals, <br />policy standards statistcs, .etc.,indicating what the Village intends to do; without <br />this, there would be no basis for implementation of the Park Plan. <br /> <br />After discussion, the Council commended the Planning Commission for its untiring <br />work and effort in the development of the Plan, and concurred that a con4ensus should <br />be achieved by the Council re recommended changes to the Plan prior to its reconsidera- <br />tion by the Planning Commission. <br /> <br />(Council members agreed to convey proposed changes to each other in an effort to <br />obtain a consensus.) <br /> <br />REPORT OF COUNCILMAN STAN OLMEN -; Finance <br />(Absent) <br /> <br />Garage Sale Permit <br /> <br />Crichton moved, seconded by Feyereisen, that the Council approve the permit for a <br />garage sale at 1906 Grant Road, on August 8 and 9, 1974, aa requested by R. Hebert. <br />Motion carried unanimously. <br /> <br />Audit Referral <br /> <br />Council directed McNiesh to refer the recently completed Village audit to the Finance <br />Committee for its review. <br /> <br />REPORT OF COUNCILMAN CHARLES CRICHTON - Public Works <br /> <br />No report. <br /> <br />. <br /> <br />REPORT OF COUNCILMAN WILLIAM FEYEREISEN - Human Rights, 'Parks and Recreation <br /> <br />Mounds View Joint Powers Agreement <br /> <br />After discussion of alternate lighting proposals and review of memo from Buckley, <br />July 1, 1974, Feyereisen moved, seconded by Crichton, that if the Joint Powers Agree- <br />ment is signed by both Mounds View School District and Arden Hills, the Council <br />autl.cl"izes advertisement for bids on the specificatioQs for Alternate 111 with two <br />meters (see memo of July I, 1974) for the lighting of courts. Motion carried <br />unanimously. <br /> <br />REPORT OF MAYOR HENRY J. CREP~U, JR. - General Government, Public Safety <br /> <br />Street Light Request - Mrs. Floyd Olson <br /> <br />Crepeau reported that Mrs. Floyd Olson, 1900 Edgewater Avenue, requests the installa- <br />tion of a street light at Edgewater Avenue and New Brighton Road. <br /> <br />-3- <br />
