<br /> Joint Development Authority <br />TCAAP Redevelopment Project <br />Joint Development Authority <br />TCAAP Redevelopment Project <br />AGENDA ITEM 8a <br /> <br />MEMORANDUM <br />DATE: April 7, 2025 <br /> <br />TO: Joint Development Authority Board of Commissioners <br /> <br />FROM: Allison Winters and Sara Swenson, Goff Public <br /> <br />SUBJECT: Review Communications Report <br /> <br />Goff Public worked with Ramsey County, Ryan Companies and the City of Arden Hills to issue an April 1 <br />press release announcing the amended purchase and sale agreement and phased development plan for <br />Outlot A. The Pioneer Press (Ramsey County OKs amended purchase, sale agreement of Arden Hills <br />parcel) and Hoodline (Ramsey County Advances Rice Creek Commons Project in Arden Hills with Ryan <br />Companies) have covered the agreement so far; the Star Tribune reached out to Ryan for additional <br />comment and coverage is still pending. <br />Goff Public also worked with Ramsey County to prepare and distribute the winter Rice Creek Commons <br />newsletter. The newsletter was sent to 3,318 subscribers on Thursday, February 13. Topics included <br />information on the JDA’s new members, Outlot A development conversations, sustainability design <br />guidelines and the 2024 JDA annual report. The newsletter had a 2% click rate and 17% open rate, which <br />are lower than other recent newsletters. <br />Should the sale of Outlot A Phase 1 close in April and a final development agreement be approved, <br />preparations will begin for a groundbreaking and media event in late April or early May. <br />There was one recent inquiry through the Rice Creek Commons microsite contact portal for general <br />information about the project, which staff responded to by email. <br /> <br /> <br />
