retaining wall rebuild. The lake is essentially part of the storm sewer system. <br />The PMP approvals are going to be reviewed by council on June 9. <br />4.2.3. Action: The task force needs to work with David Swearington to write a <br />proposal to present to the City Council. The current process does not meet <br />the DNR strategy. We need a proposal to improve how the city maintains the <br />strategy. This new group is going to work with Renee Marino to discuss the <br />document to present the reason to include the improvements along with the <br />retaining wall rebuild. The members of this group are Joel Gerich, Kent <br />Stennes with document review by Melissa Jannakos. This should be <br />presented April 21 or May 12. <br /> <br />4.3. Bylaws review and possible modification. Susan Johnson <br />4.3.1. Background: A preliminary review of the bylaws causes there to be <br />questions regarding who is a member of KLID, how elections should be run <br />going forward, and who can vote. <br />4.3.2. Discussion: Susan proposed the possibility of a change to the bylaws that <br />has the City Council make appointments to the Board rather than an election. <br />The elections have had little to no participation and seem like a waste of <br />resources. The City Council already makes appointments to other <br />commissions so it seems like this might be a reasonable change. <br />4.3.3. Action: We would need to modify the bylaws. The Board voted to <br />continue with the bylaws and the election process as it is for now. The letter <br />that goes with the ballot is a good opportunity to communicate what the <br />board does that will benefit them. <br /> <br />4.4. Possibility of initiating a new study to identify status and refresh list of <br />BMPs for future management of Karth Lake. Joel Gerich and David <br />Swearingen (change title to reflect work that will be part of PMP for 2026) <br />4.4.1. Background: The most recent Karth Lake study and BMP identification <br />was performed by the Rice Creek Watershed District in 2009. The board <br />would like to identify a plan for a follow-up assessment of Karth Lake’s <br />current health and opportunities for improvement (BMPs). In April 2023, <br />David Swearingen had described possible grant opportunities that the City of <br />Arden Hills could pursue. <br />4.4.2. Discussion: We would wait until after the PMP project is completed and <br />then consider meeting with Rice Creek watershed to evaluate. That means <br />deferring this until after 2026. <br /> <br />5. NEW BUSINESS <br />5.1. Status of log removal by DNR gauge <br />5.1.1. Background: There are some logs by the DNR gauge in the lake that have <br />moved the gauge and need to be removed. <br />5.1.2. Action: Joel and Kent are planning to go down and remove the log with a <br />chain saw. <br />5.2. Water quality monitoring for Karth Lake for 2024. Gary Gerding
