<br />Popovich said the proposed Preliminary Resolution, giving
<br />approval to the proposed I. C. Systems, Inc. project, Is
<br />not binding on the community, but usually, after approval
<br />of the resolution, the municipality goes through with the
<br />financing. He said the community must consider Its goals
<br />and what Is best for the City.
<br />
<br />After discussion, the matter was referred to the Finance
<br />Committee for Its recommendations to the Council. Mr,
<br />Wlnges offered I" , to meet with the Committee, If desired,
<br />and to supply Informational material for Its review.

<br />Wingert moved, seconded by Crichton, that the Council adopt Reso-
<br />lution No. 74-10, RESOLUTION RE CONSOLIDATION OF LOTS I AND 2, BLOCK 3,
<br />SHADY OAKS ADDITION, and authorize Its execution by the Mayor and
<br />Clerk Administrator. Motion carried unanimOUSly.

<br />Case No. 74-5, Resolution re Young Lot Spilt and ConsolldatloQ - Reso-
<br />lution No. 74-11
<br />Wingert moved, seconded by Feyerelsen, that the Council adopt Reso-
<br />lution No. 74-11, RESOLUTION RE CONSOLIDATION OF THE WEST 435.06 FEET
<br />OF THE SOUTH 100.0 FEET, EXCEPT THE WEST 33 FEET FOR SNELL! NG AVENUE,
<br />OF THE NW! OF THE NW k, SECTION 22, TOWNSHIP 30N, RANGE 23W, WITH THE
<br />WEST 361.5 FEET OF THE NORTH 16.5 FEET, EXCEPT THE WEST 33 FEET FOR
<br />SNELLING AVENUE, OF THE SWk OF THE NW k, SECTION 23, TOWNSHIP 30N,
<br />RANGE 23W, authorizing Its execution by the Mayor and Clerk Administra-
<br />tor. Motion carried unanimoUSly.

<br />Case No. 73-28, Dreyfus - Hunters Park:
<br />A. Final Plat Approval of Hunters Park Including Block I
<br />Attorney Lynden referred the Counci I to his letter of April 25,
<br />1974, and after review of the Open Space Easements and Covenants,
<br />Wingert moved, seconded by Crichton, that the Councl I approve
<br />the Open Space Easements and Covenants as amended by Attorney
<br />Lynden, and authorize their execution by the Mayor and Clerk
<br />Administrator) that the same be registered in the office of the
<br />Ramsey County Registrar of Titles before the first sale to a
<br />purchaser, or at time final plat is registered, whichever occurs
<br />first. Motion carried unanimously.
<br />
<br />B. Preliminary Plat Approval - Hunters Park Second Addition
<br />Installation of uti Iltles prior to platting of Additions was
<br />discussed) noting that as additions are platted, possible re-
<br />arrangement of lots should not be restricted because of utility
<br />lines Instal led before plat approval.

<br />Mr. Holderness stated this would not be a factor, as far as he
<br />could see, because lots wi II be platted as Indicated on the

<br />Wingert moved, seconded by Feyerelsen, that the Councl I approve
<br />the Preliminary Plat of Hunters Park Second Addition, subject
<br />to subsequent Councl I approval of ' the amended landscape plan,
<br />and receipt of required landscape performance bond for Additions
<br />I and 2. Motion carried (Crepeau, Wingert, Feyerelsen, Olmen
<br />voting in favor; Crichton abstaining).

<br />C. Special Use Permit ConditIons #3 and #4 Re Access Roads and
<br />Traffic Studies
<br />Mr. Holderness referred the Councl I to a letter from ~r. Olson,
<br />Bather, Rlngrose, Wolsfeld, dated April 17, 1974, re conditions
<br />63 and #4 of the Special Use Permit (Case No. 73-28).
