ARDEN HILLS CITY COUNCIL WORK SESSION — MARCH 10, 2025 20 <br />to the committee issue that happened a year ago. He doesn't think that specific incident would <br />pass the "be kind" test. <br />Councilmember Weber said he agrees. He thinks the best path is to separate the two topics. <br />There are two Councilmembers missing and their input will be valuable in determining <br />Councilmember Code of Conduct. He agrees the commissions' document is fine. <br />Mayor Grant said we still need to have some norms for Council. The difference for Council is <br />it's always televised. <br />City Administrator Jagoe asked if the Council is directing Staff to move forward with the <br />Commission and Committee Code of Conduct for Council approval at the April 14`h Council <br />Meeting and bring Resolution 2016-22 Norms of Behavior for City Council back for discussion at <br />the April 141h Work Session. <br />Council agreed. <br />City Administrator Jagoe asked if Council wanted Staff to add the language discussed regarding <br />bypassing Personnel to go straight to City Council and that members speak for themselves. <br />Discussion ensued regarding the additional language. <br />City Administrator Jagoe said she will make those two edits and then bring it back for adoption <br />on April 14''. <br />F. Agenda Planning <br />City Administrator Jagoe said the Old Snelling speed limit discussion will be on April 14'' <br />Work Session. The Norms of Behavior will be discussed, as well. <br />Public Works Director/City Engineer Swearingen requested the speed limit discussion be <br />pushed out to the second April meeting. There is a speed display sign on Old Snelling. He wants <br />to pull the speed data off the sign. He doesn't know if he will have time by the first meeting. <br />City Administrator Jagoe said with that item being bumped, the agenda will be the City Council <br />Norms of Behavior and the thrift store B-2/13-3 use discussion. <br />Councilmember Monson asked about the Old Highway 10 and Lake Johanna trail funding. She <br />doesn't want to run up against a bunch of deadlines. She wonders if we have a plan. If we don't <br />get any more funding or grants, when will it happen, and how will we pay for it? <br />Public Works Director/City Engineer Swearingen said we will know if we are awarded the <br />MNDOT Safe Routes to School Grant for Old Highway 10 on April 30"'. It is slated for the first <br />meeting in May to discuss next steps with that project, whether we get the grant or not. <br />Mayor Grant asked if we have a State. <br />Public Works Director/City Engineer Swearingen confirmed. Met Council Regional <br />Solicitation. <br />
