Page 1 of 2 <br /> <br />CONSENT ITEM – 8P <br /> <br />MEMORANDUM <br /> <br />DATE: April 14, 2025 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Jessica Jagoe, City Administrator <br /> <br />SUBJECT: Commissions and Committees Code of Conduct Policy <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />Motion to approve, table, or deny the following: <br />• Adoption of the City Commissions and Committees Code of Conduct policy. <br /> <br />Background <br /> <br />At the March 10th Work Session, the City Council reviewed the Code of Conduct policy for <br />Commissions and Committee members and Resolution 2016-22 which is the City Council <br />Norms of Behavior. For the Commissions and Committees Code of Conduct, this policy <br />development began in 2023/24 with the involvement of Councilmember Rousseau and Mayor <br />Grant along with guidance on language from Amy Schmidt, former City Attorney, with <br />Campbell Knutson. Additionally, one member of each Commission and Committee was given <br />an opportunity to review and provide comments. <br /> <br />This policy would apply to all Appointees and includes an aspirational statement for decorum of <br />Commission and Committee Members, along with examples of behavior that “meets” and “does <br />not meet” expectations. During the Work Session discussion, Council suggested a couple of <br />minor revisions to the Commissions and Committees Code of Conduct policy which were to add <br />language about speaking for yourself, not other Commission/Committee members and modifying <br />the avenue for reporting unacceptable behavior. The Work Session draft version stated that any <br />report for addressing unacceptable behavior would be presented to the Personnel Committee for <br />review. Council requested that language be added that would say an Appointee report may be <br />brought directly to the City Council or Personnel Committee so that it is not requiring Personnel <br />Committee review in all instances. Following discussion, staff was directed to the bring forward <br />the updated policy to a future Council meeting for approval. <br /> <br />
