Page 1 of 2 <br /> <br />CONSENT ITEM – 8G <br /> <br />MEMORANDUM <br /> DATE: April 14, 2025 TO: Honorable Mayor and City Councilmembers <br /> Jessica Jagoe, City Administrator FROM: Elena Fransen, Senior Planner SUBJECT: Extension on PC 23-003 Variance for 1184 Edgewater Avenue – Mike Mezzenga <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> Council Should Consider <br /> <br />Motions to approve, table, or deny the following: <br />• A 1-year extension until April 10, 2026, for the deadline to be issued City permits for the <br />construction of the new dwelling on 1184 Edgewater Avenue, Tract A from Planning Case <br />23-003. <br /> <br />Background <br /> <br />On April 10, 2023, the City Council approved Planning Case 23-003 from Mike Mezzenga (“The <br />Applicant”) for a Minor Subdivision and Variance at 1174 Edgewater Avenue. The Minor <br />Subdivision and Variance included the creation of two lots for the construction of two new <br />dwellings. Conditions of approval include a requirement that the Applicant obtain the necessary <br />City permits. The Minor Subdivision has been acted upon by the Applicant filing the Certificate of <br />Survey with the Ramsey County Recorder’s Office. The Variance portion of the approval will <br />automatically expire one year from and after the date on which the City Council granted such <br />approval if permits are not issued. The one-year deadline for issuance of permits is April 10, 2024. <br /> <br />On April 8, 2024, the City Council approved the Applicant’s request for a 1-year extension until <br />April 10, 2025, for the issuance of applicable City permits. The Applicant shared that the 1174 <br />Edgewater lot had sold, and a building permit application was submitted for the new construction <br />of a dwelling. The submitted application was approved, and construction was completed at the end <br />of 2024. At the time of the request, the Applicant provided an update that the 1184 Edgewater lot <br />had not sold yet though there is interest. <br /> <br />The Applicant is requesting a 1-year extension until April 10, 2026, for the issuance of applicable <br />City permits for the 1184 Edgewater lot.
