Miller, Assistant Public Works Director <br /> <br />SUBJECT: 2025 Street Maintenance Program – Coon Rapids JPA <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $272,500 $177,229.41 Street Maintenance Fund <br /> <br />Council Should Consider <br /> <br />Motions to approve, table, or deny the following: <br /> <br />• Resolution 2025-034, recommending that the City of Coon Rapids Award a Contract <br />for the 2025 Street Maintenance Program. <br />Background/Discussion <br /> <br />In 2005, a Joint Powers Agreement (JPA) for Traffic Markings, Street Sweeping, Crack Sealing, <br />Screening, and Seal Coating was executed by the cities of Coon Rapids, Andover, Brooklyn <br />Center, Columbia Heights, and Fridley. Since 2005, six additional cities have joined the joint <br />powers agreement (Ham Lake, East Bethel, Anoka, Mahtomedi, Circle Pines and Mounds <br />View). On December 11, 2017, the City Council authorized an amendment to the JPA to include <br />the City of Arden Hills. <br />The City of Coon Rapids solicited bids in March 2025 for sealcoating, pavement markings, crack <br />sealing and fog sealing on behalf of the member cities. Bids were opened on March 21, 2025 <br />and summarized in the bid tabulation provided in Attachment A. The program costs for Arden <br />Hills is summarized on Attachment B based on estimated quantities provided to the City of Coon <br />Rapids in January 2025. Maps depicting the locations of proposed work in Arden Hills for 2025 <br />is provided in Attachment C for the Maintenance and Attachment D for the Striping. <br />Staff has reviewed the bid prices and recommends that the City proceed with the work. Under <br />the terms of the Joint Powers Agreement, the City is required to provide a Letter of Concurrence <br />to Coon Rapids if the City intends to participate in the program this year. A resolution <br />recommending award of the contract is provided as Attachment E.
