.

.

.

ARDEN HILLS CITY COUNCIL - FEBRUARY 10. 1997

12

Councilmember Keirn suggested the Council refrain from discussing this issue in detail until
March, when a Federal Court is expected to make a decision regarding FDA oversight of
tobacco.

Mayor Probst stated his only concern is that Arden Hills remain consistent with neighboring
communities in regard to the tobacco ordinance.

This item was tabled until such time that the City Council can review the Chapter in more detail.
The discussion ended with no formal motion introduced.

E. Ramsey County GIS Users Group, Joint Powers Agreement

Mr. Ringwald stated the City Council is requested to participate in the Ramsey County GIS
Users Group by executing the attached joint powers agreement (Exhibit A).

Mr. Ringwald reviewed the cost savings of entering into this agreement versus having Staff
perform this function. He provided the cost of this project, which total approximately $1,600.00

Mr. Ringwald stated Staff recommends that the City Council elect to participate in the Ramsey
County GIS Users Group and to that end authorize the Mayor and the City Administrator to
execute the attached Joint Powers Agreement.

MOTION:

Malone moved and Aplikowski seconded a motion to approve participation in the
Ramsey County GIS Users Group and authorizing the Mayor and City
Administrator to execute the proposed Joint Powers Agreement.

Councilmember Malone inquired if this Agreement includes plat records only, or if utilities are
included also. Mr. Ringwald stated it is property records only.

Mayor Probst and Councilmember Malone stated this is a fiscally sound proposal.

The motion carried unanimously (5-0).

F. Committee Appointments

Mayor Probst referred to the memo regarding the revised list of Committee appointments. It was
suggested to table the Business Relations Committee appointments as the Mayor has not yet
spoken with the Chair of this Committee. He requested the Business Relations Committee and
Youth Committee appointments be tabled until he has had a chance to speak with the Chair of
the Business Relations Committee.

He suggested the additional appointment of two liaisons: Raymond McGraw to serve as liaison
to the Chamber and Sushila Shaw as liaison to the Human Rights Commission. He suggested
these liaisons give quarterly reports to the Council.
