He stated <br />this policy has been in effect since 1991. <br /> <br />Mr. Maurer showed an overhead entitled "Project Costs and Funding", however he stated these <br />numbers were no longer entirely accurate, due to the Council's action of dropping Hamline and <br />Snelling A venues from the 1997 street improvement project. He reported the costs of various <br />street improvements to be as follows: <br /> <br />Complete reconstruction <br />Bituminous reconstruction <br />Bituminous overlay <br /> <br />$43.21/front foot <br />$23.71/front foot <br />$ 4.97/front foot <br /> <br />Mr. Maurer stated these figures may be lowered because of the Council action of this evening. <br />He stated payment of assessments will start May 1, 1997, and discussed the interest rates <br />associated with these assessments. <br /> <br />Mr. Maurer stated there are three specific properties he would like Council to consider granting <br />appeals: <br /> <br />1519 McClung Drive - McClung/Colleen intersection. The property has an assessable <br />frontage calculation of 100.95 feet. This property is at an intersection where Colleen <br />Avenue is being reclaimed and McClung is being overlayed. He recommended assessing <br />this property at 75% of the reclamation rate, and 25% of the overlay rate. <br /> <br />Arden View Drive - George Reiling property. This property was measured at 846.0 feet <br />originally. The property has a temporary easement which extends to Arden View Drive. <br />He recommended Council reduce the assessment to 505.9 feet in accordance with the <br />easement. <br /> <br />4326 North Snelling Avenue - John McClung. This assessment was based on a 200-foot <br />deep lot. The property owner submitted a letter stating the rate should be based on the <br />plat. The area in the back of this lot is in a drainage easement. Mr. Maurer recommended <br />Council reduce the assessment to a footage of 217.15 feet. <br /> <br />Mayor Probst opened the floor to Council for discussion. <br /> <br />Councilmember Malone stated the assessment rates should be set first. According to his <br />calculations, the overlay rate should be reduced to $4.97/foot, the bituminous reconstruction <br />should remain at $23.71/foot, and the reconstruction rate should be reduced to $37.96/foot. <br />
