MnDOT standard for street speed evaluation is to set the speed limit to the 85th percentile which
in this case is 41-mph, indicating this roadway should be set at 40-mph based on the data. Other
values to consider is the 501h percentile which is 34-mph and that only 14% of the traffic travels
at the current 25-mph speed limit or lower.
If the City Council wishes to change the speed limit on Old Snelling, the speed limit must be
specified, and Staff will make updates to the current Citywide Speed Limit Map then bring back
the appropriate Resolution at a future regular City Council meeting. No ordinance amendment is
needed, the existing language allows for this flexibility.
Budget Impact
If a new speed limit is decided, Public Works will need to swap three existing signs and install
one new sign along Old Snelling Avenue at an estimated cost of $400.
Attachments
Attachment A — Resolution 2022-049
Attachment B Citywide speed limit map
