• State Statute requires users to get rid of data every 60 days. Flock gets rid of data every <br />30 days. <br />• Permission from other agencies needs to be given to those who use the Flock system to <br />view their agency collected LPR data. <br />• Deputies would be given access to alerts, but not searches. The ability to search will be <br />initially limited within RCSO to top command leadership for the protection of data. <br />Accessing the system is audited and there will be a log retained. <br />• Viewing window of LPR cameras is about 75 feet so there are factors like tree coverage, <br />width of roadway, etc. that were considered in the selection of locations by RCSO. <br />With the Flock system there is an installation cost for each camera. The RCSO has stated they <br />intend to pay for the cost of installation. Then there is an annual lease cost per camera of $3,000 <br />(2025 rate) which would be paid for by the contract cities. They are looking at a 1/2 year <br />implementation in 2025 of $28,500 for 19 cameras ($57,000 — 2025 full year). For Arden Hills, <br />the RCSO has identified three (3) camera locations (approx. 16% of the total number of <br />cameras). Those locations would be Highway 96/Round Lake Road, Highway 96/Lexington <br />Avenue, and Lexington Avenue/Grey Fox Road. Our prorated cost share for 2025 would be <br />$4,183.80 or a cost share allocation of 15.79%. Flock cameras would be allocated for costs <br />based on the allocation formula. RCSO is looking to negotiate a 3-5 year contract for the Flock <br />camera safety system and lease rates would increase annually up to $3,500 per camera in year <br />2030. If operational this year, the RCSO would look to include these cameras in their growth <br />plan and would then build into budgets year after year for the addition of cameras, as shown in <br />their proposed long-term fiscal planning. <br />Budget Impact <br />For 2025, the City would need to approve a budget amendment for our prorated cost share of <br />$4,183.80, which would be brought back to the Council at a future meeting.
