CITY OF ARDEN HILLS, MINNESOTA <br /> WORKSESSION <br /> MONDAY, DECEMBER 15, 1997 <br /> 4:45 P.M. - ARMY RESERVE CENTER, 4655 LEXINGTON A VENUE NORTH <br /> CALL TO ORDER <br /> Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the City Council <br /> Worksession at 4:43 p.m. Present were Councilmembers Dale Hicks, Beverly Aplikowski, and <br /> Paul Malone; City Administrator, Brian Fritsinger; Community Development Director, Kevin <br /> Ringwald; City Accountant, Terrance Post; Public Works Superintendent, Dwayne Stafford; <br /> Consulting Engineer, Greg Brown; and Administrative Secretary, Sheila Stowell. <br /> Councilmember Susan Keim arrived at 4:50 p.m., and Parks and Recreation Director, Cindy <br /> Walsh, attended the meeting between other meetings at which her attendance was required. <br /> APPROVAL OF MEETING AGENDA <br /> MOTION: Aplikowski moved and Hicks seconded a motion to approve the revised meeting <br /> agenda for the December 15, 1997 Worksession, which included the addition of a <br /> presentation of a City Hall Preliminary Design by Architectural Alliance. The <br />. motion carried unanimously (4-0). <br /> CITY ISSUES - SHORT TERM <br /> a. Architectural Alliance, City Hall Preliminary Desil!n <br /> City Administrator, Brian Fritsinger, provided an introduction of the preliminary design <br /> work being presented by the City's Architect, Peter Vesterholt. Mr. Vesterholt addressed <br /> the unique site provided at the Twin Cities Army Ammunition Plant (TCAAP) Sunfish <br /> Lake property, and advised the Council and staff that the design was only for <br /> architectural consideration at this time, and that no engineering work had been completed <br /> yet. Mr. Vesterholt introduced his associates, Mr. Tom D' Angelo, and Ms. Jean Sterner, <br /> who participated in the presentation. <br /> Mr. D' Angelo discussed site amenities, drainage issues, visibility from Highway 96 and <br /> Hamline Avenue, the natural state of the site, re-use of the existing driveway, and future <br /> site development issues. <br /> Ms. Sterner led a discussion of the models provided for review and consideration. <br /> Discussion items included, placement of private offices in the center of the floor plan to <br /> allow more window availability; basement build out and cost options; exterior options; <br /> functional aspects ofthe plan, possible lease alternatives to generate revenue; exterior <br />. location of mechanical equipment; actual footprint of building and land required (3 acres <br /> for access and building); driveway location and development; and limiting impact on the <br />
