Public Works Director / City Engineer <br />SUBJECT: Old Highway 10 Trail Improvements Project <br />Budgeted Amount: Actual Amount: Funding Source: <br />$3,850,000 $4,500,000 PIR — Parks, MSA, <br />(Current Estimate) Ramsey County, Grant funds <br />Council Should Consider <br />Council should provide direction on how to proceed with the proposed Old Highway 10 Trail <br />Improvements Project. <br />Background <br />In October of 2022, a feasibility study update was completed from a previous 2008 version of the <br />proposed project corridor. On June 12, 2023, City Council approved Professional Services with <br />Engineering Consultant, SRF, to complete a "Shovel -Ready" design to pursue potential future <br />funding opportunities. On November 27, 2023, City Council requested a proposal from SRF to <br />apply for potential grant programs related to the proposed Old Highway 10 Trial Improvement <br />project, which included the MnDOT SRTS program and Metropolitan Council Regional <br />Solicitation SRTS program. <br />Arden Hills was awarded the Metropolitan Council Regional Solicitation Grant on August 28, <br />2024, in the amount of $1,000,000 and awarded the MnDOT SRTS Grant in the amount of <br />$1,000,000 on April 30, 2025. <br />Discussion <br />If the City Council desires to continue progress with this project, next steps include Right of <br />Way acquisition, Permitting and Completion of plans as biddable documents. After the project is <br />bid, if the construction contract is awarded, construction services will be needed and further <br />grant management to secure the funding. <br />Pagel of 2 <br />
