Attachment A <br />or TRIDENT <br />1200 25" Avenue South • St. Cloud, MN 56301 <br />Phone:320.258.4438 • 320.252.3603 <br />April 22, 2025 <br />Ms. Elena Fransen, Senior Planner <br />Members of the Arden Hills City Council <br />City of Arden Hills <br />1245 West Highway 96 <br />Arden Hills, MN 55112 <br />VIA EMAIL: efransen cit ofardenhills.or <br />RE: SNELLING AVENUE TRAIL EXTENSION <br />NORTH HEIGHTS LUTHERAN CHURCH PROPERTY <br />PC #24-018 CONDITIONAL USE PERMIT, PLANNED UNIT DEVELOPMENT, SITE PLAN, FINAL PLAT <br />AND VACATION OF EASEMENT <br />Ms. Fransen and Members of the City Council: <br />On January 13, 2025, the Arden Hills City Council adopted Resolution 2025-007 approving the above - <br />referenced project subject to certain conditions of approval. <br />Condition of Approval #28 states: The Applicant shall install at their expense a trail along Snelling Avenue <br />and within Snelling Avenue right-of-way, adjacent to the Subject Property, which shall be approximately <br />1,373 feet in length to serve as a connection to Royal Hills Park and consistent with City Code requirements. <br />The final location and specifications of the trail connections shall be approved by the PW Director/City <br />Engineer and Community Development Director. <br />Trident engaged Carlson Engineering to survey the existing conditions of the Snelling Avenue right-of-way <br />to evaluate the proposed final location and specifications of the trail. The survey identified numerous <br />existing conditions that were not anticipated when the Condition of Approval was established. These <br />conditions include: <br />• Relocation of utilities — power poles, private utility pedestals <br />• Impact to existing wetlands <br />• Tree removal <br />• Extension of drainage culverts and manhole modifications <br />• Steep grades, requiring retaining walls and/or fencing for safety <br />A site inspection was conducted with City Engineer, Carlson Engineering, Lyon Contracting and Trident <br />Development on March 13, 2025. At this inspection, an alternative trail design option was introduced in <br />an effort to avoid the many obstacles in the right-of-way. While the alternative design avoided many of <br />the constraints noted above, it came with a new set of additional costs, beyond the actual trail expense. <br />Page 1 of 2 <br />
