o <br />-AR�ENHILLS <br />Approved: May 12, 2025 <br />CITY OF ARDEN HILLS, MINNESOTA <br />REGULAR CITY COUNCIL MEETING <br />APRIL 28, 2025 <br />7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City <br />Council meeting at 7:00 p.m. <br />Present: Mayor David Grant, Councilmembers Brenda Holden, Tena Monson, and <br />Kurt Weber <br />Absent: Councilmember Emily Rousseau (excused) <br />Also present: City Administrator Jessica Jagoe and Assistant to the City <br />Administrator/City Clerk Julie Hanson <br />PLEDGE OF ALLEGIANCE <br />1. APPROVAL OF AGENDA <br />MOTION: Councilmember Monson moved and Councilmember Holden seconded a <br />motion to approve the meeting agenda as presented. The motion carried <br />(4-0 . <br />2. TCAAP/RICE CREEK COMMONS UPDATE <br />City Administrator Jagoe stated Since the last City Council meeting, the Joint Development <br />Authority has not met. Also, the JDA Advisory Committee meeting scheduled for April 23rd was <br />canceled. <br />The Energy Advisory Committee met on April 17th where staff provided onboarding to the new <br />Advisory Committee members with an overview on the Energy Vision and Guiding Principles <br />from 2023 as well as the November 2024 Clean Energy Analysis Report prepared by Ever -Green <br />Energy and LHB, and lastly the JDA's adoption of the Sustainability Design Guidelines. <br />The next JDA meeting will be Monday, May 5th at 5:30. Advisory committee meetings as they <br />are scheduled, will continue to be posted on the City's website. <br />
