<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - MARCH 30. 1998 <br /> <br />12 <br /> <br />MOTION: <br /> <br />Council member Hicks moved and Councilmember Aplikowski seconded a <br />motion to adopt Resolution #98-36, Adopting Final Reconstruction Assessment <br />Roll, 8 year Amortization with an interest rate of 8% simple interest. The motion <br />carried unanimously (4-0). <br /> <br />APPROVAL OF MINUTES <br /> <br />A. March 9, 1998, Regular Council Meeting <br /> <br />Councilmember Malone requested the following correction: <br /> <br />Page 8, sixth paragraph: "Councilmember Malone explained that Mvron Orfield's proposal for <br />elected representation of the Metropolitan Council appears to be dead for this year." <br /> <br />MOTION: <br /> <br />Councilmember Aplikowski moved and Councilmember Hicks seconded a <br />motion to approve the March 9, ] 998, Regular Council Meeting as corrected. The <br />motion carried unanimously (4-0). <br /> <br />CONSENT CALENDAR <br /> <br />A. <br />B. <br /> <br />Claims and Payroll <br />Resolution #98-37, Establishing Stowe Avenue as a Municipal State Aid Street Upon <br />Turn Back from Ramsey County <br />Resolution #98-38, Designating "No Parking" Restrictions along Municipal State Aid <br />Streets <br /> <br />C. <br /> <br />Mr. Post recommended the claim for New Brighton Council Chambers rental be removed from <br />the Consent Calendar and considered subsequent to action on Agenda Item 7b, City Facilities. <br /> <br />MOTION: <br /> <br />Councilmember Malone moved and Councilmember Hicks seconded a motion to <br />approve the Consent Calendar as listed above and authorize execution of all <br />necessary documcnts contained therein with the removal of the claim to the City <br />of New Brighton. The motion carried unanimously (4-0). <br /> <br />PUBLIC COMMENTS <br /> <br />Mayor Probst invited those present to come forward and address the Council on any items not <br />already on the agenda. <br /> <br />Roger Aiken, Finance Committee Member, stated he was unable to attend the last Finance <br />Committee meeting but wanted to comment on something he noticed in the meeting minutes. He <br />stated the Finance Committee has not supported the 8% interest rate for assessments. He stated <br />they have discussed the interest rate, but not in direct terms of the assessment. He stated <br />Councilmember Aplikowski indicated that the Finance Committee did not feel there was a need <br />to change the interest rate but that is not correct. <br />
