<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - MARCH 30.1998 <br /> <br />18 <br /> <br />Mr. Ringwald reported that the Planning Commission also recommends approval of the Site Plan <br />for a new 276 unit residence hall, including a height variance based on "Findings - Height <br />Variance" contained in the staff report, subject to the following conditions: <br /> <br />I. Approval of this construction is contingent upon the approval of the amendment to the <br />Special Use Permit in Planning Case #96-26A. <br /> <br />2. Provision of erosion control plans for the proposed construction. <br />3. Approval of the plans by the Rice Creek Watershed District. <br />4. The smallest amount of bare ground is exposed for as short a time as feasible. <br />5. Temporary ground cover, such as mulch, is used and permanent ground cover, such as <br />sod, is established. <br />6. Methods to prevent erosion and trap sediments are employed. <br />7. Fill is stabilized to accepted engineering standards, approved by the City Engineer. <br /> <br />Mayor Probst asked if the addition to the Science, Art, and Technology Building will be visible <br />from Old Highway 10. Mr. Ringwald stated it will not be visible from Highway 51 or Old <br />Highway 10. He noted the location of scattered vegetation and vegetation along the hillside. <br /> <br />Councilmember Hicks stated his concern about the visibility from Highway 10 just south ofthe <br />main entrance, looking across the parking lot. He stated there is not much vegetation in that <br />location to provide screening. <br /> <br />Mr. Hjelle advised that if driving by on Old Highway 10 there is a view of approximately 30 to <br />40 feet in width just south of the entrance. <br /> <br />Mayor Probst stated an issue will be the color of the building. Mr. Hjelle stated they will use the <br />Bethel-colored brick as used on the other buildings. <br /> <br />Mr. Wilson asked if lighting is a consideration and if this is for additional students or to replace <br />housing in New Brighton which would reduce traffic from that area. Mr. Hjelle explained the <br />New Brighton housing will remain in use and this will allow an increase to the number of <br />students and allow students to relocate from the married section of the campus to the new <br />dormitory. <br /> <br />Mr. Ringwald stated the Planning Commission did look at this building with and without lighting <br />and felt it would be less visible if located down from the slope. <br /> <br />MOTION: <br /> <br />Councilmember Hicks moved and Councilmember Malone seconded a motion to <br />approve Planning Case #98-07, Bethel College, 3900 Bethel Drive, Site Plan <br />Review, the 33,936 square foot addition to the existing Science, Art, and <br />Technology Building including a height variance based on "Findings - Height <br />Variance" contained in the staff report and subject to the conditions listed above <br />and for a new 276 lUlit residence hall, including a height variance based on <br />"Findings - Height Variance" contained in the staff report and subject to the <br />conditions listed above. <br />
