<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - MARCI-I 30.1998 <br /> <br />4 <br /> <br />Mr. Nielsen stated there are no potholes on the roadway and asked why the City doesn't just <br />repave it, He reported he has contacted his Senators and several attorneys who advised him that <br />he can get an injunction against this project to stop it. Mr. Nielsen asserted this project is a whim <br />and should not be approved. <br /> <br />CliffVennerstrom, 1901 Edgewater Avenue, inquired regarding the interest rate. Mayor <br />Probst stated this will be established with the next Council action. He advised that it has <br />historically been established at 8%. <br /> <br />George Evans, 1960 Edgewater Avenue, asked if the majority of the residents on affected <br />streets came to the City requesting this road project or if the City and their experts decided this is <br />what the people need and want. He asserted that, ultimately, the people should decide. <br /> <br />Mayor Probst explained how the City uses the Pavement Management Program to inspect streets <br />and rank them by a process to determine which should be reconstructed, overlaid, or sealcoated. <br />He stated it is unfortunate that some streets have not historically received this type of <br />maintenance but the Council is now attempting to handle street improvements based on the <br />Pavement Management Program. <br /> <br />Mayor Probst reported on the discussion held last year regarding whether Oak Avenue should be <br />reconstructed or overlaid but thc Council decided an overlay would not be fiduciarily responsible <br />since jt would not last, so the decision was made to reconstruct or do nothing and the residents <br />decided to proceed with the improvement. <br /> <br />Councilmember Aplikowski asked if this js an option for this street, if the majority of residents <br />do not support the improvement it could be removed from the 1998 Street Improvement Project <br />scope. She suggested the City Engineer provide an explanation of why this street is being <br />recommended for improvement even if there are no pot holes. <br /> <br />Mayor Probst explained that curbs and gutters preserve the street over a longer period of time, <br />because they direct surface water drainage. <br /> <br />The City Engineer eXplained that the process used in the past to determine whether an overlay <br />should be considered was a rating cutoff of between 60 to 80. He explained there is usually only <br />two to three inches of blacktop with poor soils underneath which is not the standard by which <br />streets are constructed today. The City Engineer stated the proposed reconstruction would <br />remove the asphalt and replace the base which will provide more strength to the roadway, The <br />concrete curbs will contain the edge of the pavement so it does not ravel off and allow water to <br />undermine the base. The City Engineer stated the entire City does not have a storm sewer system <br />so the curb and gutter will function to direct water drainage. He explained that Edgewater <br />A venue received a rating of 57 based on the age, frequency of cracks, and other issues which put <br />it into the reconstruction category. <br /> <br />Scott Hultberg, 1945 Edgewater Avenue, stated he had no comment. <br />
