<br />. <br /> <br />. <br /> <br />. <br /> <br />MINUTES <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL MEETING <br />MAY 26,1998 <br />7:30 P.M. - ARMY RESERVE CENTER <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br />Pursuant to due call and notice thereof, Mayor Dennis Probst called to order the regular <br />City Council meeting at 7:33 p,m, <br /> <br />Present: <br /> <br />Mayor Dennis Probst, Councilmembers Beverly Aplikowski, Dale Hicks, <br />Susan Keirn (arrived at 7:36 p,m,), and Paul Malone, <br /> <br />Also present were City Accountant, Terrance Post; Assistant to the City Administrator, <br />Kevin Ringwald; Public Works Director, Dwayne Stafford; Community Development <br />Director, Cindy Walsh; Consulting Engineer, Greg Brown; and Recording Secretary, <br />Carla Wirth, <br /> <br />ADOPT AGENDA <br /> <br />Mr, Terrance Post, City Accountant, requested the addition of Agenda Item 7E, Consider <br />Resolution No, 98-42 Declaring that a Vacancy Exists as Councilmember. <br /> <br />MOTION: <br /> <br />Councilmember Aplikowski moved and Councilmember Hicks seconded a <br />motion to adopt the agenda for the May 26, 1998, Regular City Council meeting <br />with the addition of Agenda Item 7E, Consider Resolution No, 98-42 Declaring <br />that a Vacancy Exists as Councilmember. The motion carried unanimously (4-0), <br /> <br />PRESENTATION BY RAMSEY COUNTY. FINAL HIGHWAY 96IHIGHWAY 10 <br />DESIGN <br /> <br />Jim Tolaas, Ramsey County, thanked the Council for this opportunity to review the Highway <br />96 improvement proj ect. He explained that since the last meeting, further discussion has <br />occurred regarding the alternate for grade separation at Highways 10 and 96 and future service to <br />the Arsenal site to the northeast. <br /> <br />Councilmember Keirn arrived at 7:36 p,m, <br /> <br />Mr. T olaas reviewed an alternative construction plan showing Highway 10 remaining at the same <br />grade with a grade separation of Highway 96 and proposed connections which would serve the <br />Arsenal and Arden Manor Mobile Home Park properties, He advised that the turning movement <br />of northbound Highway 10 traffic turning eastbound on Highway 96 is not high enough in <br />munber to justify consideration of an access, The movement of eastbound Highway 96 traffic <br />turning southbound on Highway 10 is also not high enough, Mr. Tolaas advised of how the <br />TCAAP roadway connections may be placed at a future point in time and explained that the <br />ramps would be removed at that time, He stated that, in the long range, the State wants the <br />higher capacity 1-3 5W interchange used, <br />
