Mr.
Ringwald advised that NSP already has a Ramsey County permit and would like to proceed with
construction this year. He stated that he is unsure if the Army Reserve is aware of the plans.

Mr. Fritsinger statcd the Arsenal and Mr. Fix are aware ofNSP's plans.

Mayor Probst notcd the City of Shoreview spent a lot of money to avoid overhead lines along
Highway 96. He suggested NSP be invited to a Council meeting to advise of their reasoning and
options they have investigated.

Mr. Fritsinger suggested they be placed on the September 14, 1998 meeting agenda.

Councilmember Malone again offered the alternative to place the power line behind the City Hall
site.

Mayor Probst asked staff to seek the logic of the Ramsey County Public Works which was made
without Council input.

3.
