'It <br />EN HILLS <br />Approved: May 12, 2025 <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL WORK SESSION <br />APRIL 14, 2025 <br />5:30 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor David Grant called to order the City <br />Council Work Session at 5:30 p.m. <br />Present: Mayor David Grant, Councilmembers Kurt Weber, Emily Rousseau <br />Brenda Holden and Tena Monson <br />Absent: None <br />Also present: City Administrator Jessica Jagoe; Public Works Director/City Engineer <br />David Swearingen; Finance Director Joua Yang and Assistant to the City <br />Administrator/City Clerk Julie Hanson <br />1. PUBLIC INQUIRIES/INFORMATIONAL <br />Mayor Grant noted many people were in attendance. He invited members from the public to <br />speak. <br />Nick Tamble, 2800 Laport Drive, Mounds View and Seth Baetzol, 2343 Larpenteur Avenue, <br />Maplewood. They wanted to speak on an economic impact item. He held an Ice Swim event in <br />Arden Hills on February 22, 2025. They cut a 25-foot hole in Lake Johanna. The event hosted 100 <br />swimmers, from across the United States and included some international participants. The <br />economic impact of that day was about $150,000. They planned the event in 14 weeks. Tickets <br />sold out in 20 days. Ice dipping is a growing activity. Ice swimming is likely to be an Olympic <br />event in 2030. He is looking ahead to January of 2026 where the economic impact would likely <br />exceed $1 million. He understands there is funding available for this type of event. He thinks this <br />would be a good event to pursue those funds for. <br />Councilmember Holden said the request is pursuing Twin Cities Gateway Funding to advertise <br />next year's event. <br />Seth Baetzol gave the history of Ice Swimming. These events started in Europe but they are <br />beginning to popularize in the United States. The event in Arden Hills this year was scheduled on <br />the same day as another Ice Swim event in Vermont. The hope is, if the Arden Hills event is held <br />
