Ms. Shah agreed with these suggestions and noted that Shoreview has invited her to <br /> attend their meetings in order for her to report back to Arden Hills on their activities. <br /> Councilmember Aplikowski referred 10 one ofihe booklets handed out earlier and indicated that <br /> she likes the statements included. She noted the previous Commission had a difficult time <br /> determining a mission slatement and asked Ms. Shah if a mission statement had been established. <br /> Mr. Fritsinger noted that the mission statement was the last thing the previous Commission had <br /> worked on. <br /> Councilmember Aplikowski expressed her appreciation to Ms. Shah for her dedicated effort. <br /> Mayor Probst also thanked Ms. Shah for her presentation and indicated the City will discuss this <br /> issue further. <br /> Ms. Shah stated she had heard from a few individuals who may be interested in joining the <br /> Human Rights Commission. Mayor Probst asked, if names of potential volunteers are available, <br /> Ms. Shah provide them to Staff. <br /> D. Resolution #98-65, Approving Plans and Specifications and Ordering Advertisement <br /> for Bids for a Portion of West Round Lake Road, including the West Round Lake <br /> Road/Highway 96 Intersection <br /> . Mr. Stafford explained, on September 14, 1998, the City Council adopted Resolution #98-59 <br /> receiving the Preliminary Feasibility Report for the Improvemenl of West Round Lake Road, <br /> through what is now the Indykiewcz property, including the West Round Lake Road/Highway 96 <br /> intersection. One of the reasons for improving the intersection is safety concerns. Another issue <br /> is the Gateway development and the impact the appearance of West Round Lake Road may have <br /> on such a development. The Council asked the City Engineer (BRW) to prepare plans and <br /> specifications for this improvement. Those plans and specifications have been completed and <br /> reviewed by City Staff. Staff has suggested some minor changes which at this point do not <br /> appear on the submitted draft. <br /> Mr. Stafford advised Staffrecommends Council adopt Resolution #98-65 approving plans and <br /> specifications for the improvement of thai porlion of West Round Lake Road as described and <br /> authorizing Staff to advertise for bids for such improvement. <br /> Mayor Probst expressed his continued concern for the size of the intersection at West Round <br /> Lake Road and Highway 96. He asked Staff if they are convinced that the entire intersection <br /> must be constructed now, or could a smaller, temporary intersection be built now and the larger <br /> one be completed when the need arises. Mr. Brown stated that, with the current level of traffic, <br /> the double left-turn lane is warranted. He indicated it may be possible to down-size the <br /> intersection by eliminating the right-turn lane and designating the through-lane for right turns as <br /> well. Additionally, because the intersection is to be signalized, the intersection should be <br /> completed in one step. Mayor Probsl indicated that his main concern is the odd appearance of <br /> . the intersection until Highway 96 is updated. <br />
