Mr. Ringwald stated the City could still elecl to continue to pursue <br /> the goals or choose to be even more stringenl in Irying to influence them. <br /> Councilmember Malone pointed out that the Metropolitan Livable Communities Act is a statute <br /> and, even without the Metropolitan Council, the statute will continue. <br /> MOTION: Councilmember Larson moved and Councilmemher Keirn seconded a motion to <br /> adopt Resolution #98-67, allowing the City of Arden Hills to continue to <br /> participate in the Metropolitan Livable Communities Act for the calendar year of <br /> 1999. The motion carried unanimously (5-0). <br /> C. Planning Case #98-28, Comprehensive Plan Update <br /> Mr. Ringwald explained that Staff requests approval of the State-mandated update to the <br /> Comprehensive Plan. Minnesota State Law requires the Comprehensive Plan be updated by <br /> December 31, 1998. Pursuant to this mandale, the City Council directed the Planning <br /> Commission to prepare an update to the Comprehensive Plan. To assist the Planning <br /> Commission and Staff in the preparation of this update, the Cily hired the firm of McCombs <br /> Frank Roos Associates, Inc. (MFRA). <br /> The Planning Commission, at its Wednesday, November 4, 1998 meeting, recommended <br /> . approval of Planning Case #98-28, Comprehensive Plan Update, subject to several modifications <br /> by Staff, consistent wilh direction provided. The Planning Commission also requests that the <br /> City Council authorize the document be forwarded to the adjacent communities and the <br /> Metropolitan Council to initiate the outside review process. Although the City is required to <br /> have the Plan to the Metropolitan Council by the end of the year, the City may request an <br /> extension. <br /> Mr. Ringwald noted a suggestion was made during the Planning Commission meeting to include <br /> an article in an upcoming City newsletter informing the public of the Comprehensive Plan update <br /> and solicit comments. The Metropolitan Council review period is 60 - 120 days, so this will <br /> allow time for public comments 10 be received by the City Council. The public comments will <br /> be treated the same as comments received from others reviewing the Plan, such as Ramsey <br /> County and the School District. <br /> Mr. Ringwald invited Meg McMonigal, MFRA, to present a brief summary of the major <br /> components ofihe up dales to the Comprehensive Plan. <br /> Ms. McMonigal explained that the Comprehensive Plan is made up of nine chapters and <br /> presented a summary of each of these chapters. <br /> Chapter 1, Introduction, conlains history, background data and informalion about the City. <br /> Nothing new was added to this chapter. <br /> . Chapter 2, Overall Goals, lists the City's goals, each of which are related to specific chapters <br /> within the Comprehensive Plan. The goals are not listed in order of importance, rather they are <br /> in the order of the related chapters of the Plan. <br />
