Crepeau, Jr., Councilmen Charles Crichton, <br /> Ward Hanson, Robert Woodburn. <br /> Absent - Councilman James Wingert. <br /> Also Present - Treasurer Donald Lamb, CUerk Administrator Charlotte <br /> McNlesh. <br />. REPORT OF CLERK ADMINISTRATOR CHARLOTTE MCNIESH <br /> 1978 Bud~et and Tax Levy in the proposed budget <br /> McNlesh reviewed summaries of changes made <br /> at the Counc I i Meeting on September 26th. I. f no Genera I Fund <br /> Reserves are used to finance the amended budget, the net decrease <br /> in the tax levy is $15,154, resulting in an estimated mill rate <br /> of 9.313. <br /> In the discussion Crichton suggested that the $12,000 levy for the <br /> Municipal Land and Bui Idlngs Fund be deleted since the size and cost <br /> of the proposed addition to the Public Works building has not been <br /> determined as yet. It was noted that $12,000, which was budgeted <br /> for the addition In the 1977 General Fund, should be transferred <br /> to the new Mun.iclpai Land and Buildings Fund. Crichton moved, <br /> seconded by Hanson, that the Clerk Administrator be authorized to <br /> transfer $24,000 In 1977 from the General fund to the Municipal <br /> Land and Buildings Fund. Motion did not pass iHanson and Crichton <br /> voted in favor of the motion, Crepeau and Woodburn in oppositIon). <br /> After further discussion Crichton moved, seconded by Hanson that <br /> Resolution No. 77-57 be approved, inserting $225,263 for the <br /> . General Fund levy and $11,918 for Shade Tree Disease Control levy, <br /> total levy - $308,281. CrIchton reviewed balances and mill rates <br /> for the past few years noting there was a decrease In mill rates <br /> from 1975 to 1976 and an increase of about it mills from 1976 to <br /> 1977; felt City Should try to finance the budget with a levy of no <br /> more than 9 mills. Motion was withdrawn. Crichton moved, seconded <br /> by Hanson, that $12,000 of General Fund Reserves be used to finance <br /> the 1978 budget and that Resolution No. 77-57 be approved, Inserting <br /> $213,263 for the General Fund levy and $1.,9a8 for Shade Tree Disease <br /> Control levy ,resu I tl"g in II total levy of $296,281.
