<br />-If. <br /> <br />. <br /> <br />. <br /> <br />MINUTES OF SPECiAL COUNCiL MEETING <br />Village of Arden Hills <br />Tuesday, March 29, 1977 ~ 7:30 p.m. <br />Shorevlew Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Crepeau called the <br />meeting to order at 7:35 p.m. <br /> <br />Ro I I Ca " <br />Present - Mayor Henry J. Crepeau, Jr., Councilmen Charles Crichton, <br />Ward Hanson, Robert Woodburn. <br />Absent - Councilman James Wingert. <br />Also Present - North OakS - Mayor Warren Johnson, Councilmen Ray <br />Foiey, Curtis Fritze and Richard Lange. Shoreview- <br />Mayor James Olson, CounCllpersons David McGraw, Mary <br />Newbold, R. A. Wedell,and ~obert Weyandt. Attorney <br />J~rome Filla, ft-n,.{)~.fl...t.,.i-lIIEImbe"'s ~.hrr, I(d!:tl anllluehrs. <br /> <br />Mayor Johnson reviewed the progress made at the March 26th meeting <br />with representatives of the cities; said the Fire Dpeartment would <br />require about two weeks to complete estimated value of their property <br />and equipment. Johnson recommended that the Fire Department proposals <br />re the proposed ordinance be discussed tonight; cities to meet <br />separately and react later. Lange recommended Fire Board be given <br />this responsibility and they coutd make recommendations to the Councils. <br />The Fire Department acknowledged that the survey of compensation paid <br />to other fire departments (distributed March 25th) were valid figures. <br /> <br />Mr. Filla reviewed the revisions of Proposed Ordinance, Draft No.4, <br />section by section; the Fire Department joined in the discussion and <br />made suggestions, etc. Most of the changes that had been suggested <br />at the March 22 joint meeting were incorporated in this draft. <br /> <br />The Fire Department has requested that they be allowed to keep their <br />original name; no final decision was made. Mr. Nesler asked that <br />entering into mutual aid pacts should ba more than just a recommenda- <br />tion of the Chief. Sec. 5, J - this will be changed to make the fire <br />chief a member of the Fire Board. Sec. 6, A - The Fire Board will <br />designate toe area. Sec. 6, B - A lengthy discussion ensued on the <br />requirement that all firemen obtain an advanced first. aid card; It <br />was pointed out that not all firemen wiShed to become involved In <br />this activity and the long training. It was decided to require that <br />ail firemen obtain a basic first aid card within one year of complet- <br />Ing their probationary periOd and that at least 50% of the firemen <br />be required to have the advanced first aid card. <br /> <br />The requirement for an annual physical exam was not thought necessary <br />by the firemen and they said might disqualify many firemen who were <br />close to retirement. The responsibility of payment for this physical <br />was also dJscussad. Mr. Filla pointed out that this unit should <br />probably be expected to consist of able-bodied fire fighters, not <br />burdened with disabled men. Many other related issues ware brought <br />up and it w~s decided to strike this requirement from the ordinance <br />now, but the Fire Board should discuss and resolve this question at <br />the first opportunity. <br /> <br />Mr. Filla said That he would be reluctant to recommend adoption of <br />this ordinance until the By-laws have been revised and approved by <br />the cities as both must be consistent. <br /> <br />Councilman Crichton moved, seconded by Woodburn, that Counci I adopt <br />Resolution No. 77-18 which authorizes Mayor and Clerk Administrator <br />to execute Joint Powers Agreement re fire protection services. Draft <br />No.3, dated March 14, 1977, as amended to provide that if a fire de- <br />partment Is not established within th,~ty (30) days after March 29, <br />1977, the City Council of one municipality may terminate the Agree- <br />ment by notice to other City Councils that It has passed a resolution <br />withdrawing partiCipation in the Joint Powers Agreement. Motion <br />carried unanimously. Similar resolutions were adopted by North Oaks <br />and Shoreview. <br /> <br />Mayor Crepeau moved, seconded by Hanson that Woodburn be appointed as <br />Arden Hil~s member of the Fire Protection Board, Crichton as al~ernate. <br />Motion carried unanimously. Slmi lar mOTions by North Oaks appointing <br />Yakel as member, Johnson as alternate and by Shoreview appointing <br />Wedell as member, Olson as alternate carried unanimOUSly. Mr. Koch <br />
