MINUTES OF SPECIAL COUNCil MEETING Vi liage of Arden HII Is lJVFD Fire Statfon, 4676 Hodgson Road Tuesday, March 22, 1977 - 7:30 p.m. Call to Order Pursuant to due call and notice thereof, the meeting was called to order by Mayor Crepeau at 7:30 p.m. Roll Ca i I Present - Mayor Henry J. Crepeau, Jr., Councilmen Charles Crichton, Ward Hanson, James Wingert, Robert Woodburn. Absent - None. Also Present - North Oaks - Mayor Warren Johnson, Councllpersons Curtis Fritze, Richar~ Lange and Mary Ann Yakel. Shorevlew - Mayor James Olson, Councllpersons David McGraw, Mary Newbold, R. A. Wedel I and Robert Weyandt. lJVFD - Chief Koch, Fischer, Nesler, Laundervllle and Luehrs of the Fire Department Board of Directors and about 35 firemen. This Special Meeting was called to discuss provisions of the Proposed Joint Powers Agreement and Ordinance relating to fire protection service. A film was shown on the services and responsibilities of a fire depart- ment. A brief background was then given by Mayor Olson on the negotia- tions with the fire department thus far. Copies of the third draft of the proposed Joint Powers Agreement and Ordinance had been distributed to the.flre department for their consideration and the Fire Department Board had met and reviewed the documents. Discussion of Joint Powers A~reement Chief Koch said that the Board approved the general concepts of the documents, but found some provisions that they wish clarified and/or revised. One concern of the membership was the veto power of the cities; It was explained that in appropriating money and purchasing equipment the cities must maintain control of these functions but that the Fire Board would have other powers and responsibilities. Mr. Nesler stated that the cities are assuming both responsibilities and liabilities that the Fire Department now has and feels that they would act ~n the best interests of all and that giving a vote on the Fire Board to the Chief was a token of the confidence the cities had In the Fire Department. The firemen were also concerned with their security ff the relationship among the cities should change, I.e., one should leave the group. It was pointed out that the agreement was en open- ended one with only provisions for the termination of a partner but no mention of a time limit on the arrangement. Two cities couid continue the relationship or another could be added to carryon. Discussion of the Ordinance Sec. I - Mr. NeSler questioned the need for a treasurer; he also sug- gested that the number 20 be Increased to 40 to more correctly suit their needs. Sec. 2 - The benefit association wi I I remain a separate entity with the pension scale intact and wil I probably carry the names of both the old and new organizations. Sec. 3 - The firemen suggested ~he provision that the Fire Board confirm the Chief be deleted; the Councils agreed to this as It later states that a Chief can be removed for cause. A provision to grandfather in old officers will be added. Sec. 4, E - Substitute 4 drill sessions per month for 4 hours. Sec. 6, A - As it was pointed out that members now live outside the three cities and valuable personnel could be lost through this provision, It was agreed to delete residence requirements. B - Firemen requested that the membership be given authority to dismiss a member, not the Chief. 0- This section did not meet the firemen's requirements; they will draft a more appropriate one. Sec. 7 - The firemen want a firm compensation schedule agreed upon before finalizing an agreement; Shore- view has material with which to work out a preliminary schedule, and it will be accomplished this week. Sec. 6 - It was suggested that the age be increased to 65 Instead of 60, and that the retirement age shoul~ not be arbitrarily set at 56. The firemen wIshed to know if the cities wanted to organize a rescuel paramedic service; there was general agreement that they did not. Mr. -1-
