ARDEN HILLS CITY COUNCIL WORK SESSION — MAY 12, 2025 5 <br />Mike McGarvey from SRF Consulting said he is happy to be back discussion this project. The <br />project is fully funded, at this point, by maximizing the funding sources available. He is seeking <br />direction to move ahead with finalizing plans, bidding and construction for next year. The project <br />overview is a 8-10 foot bituminous trail on the west/south side of Old Highway 10. The trail <br />would connect from Highway 96 to the existing trails at Lake Valentine Road. Other features in <br />the project include retaining walls, a boardwalk and stormwater management. The goal is <br />pedestrian safety, connectivity and safe access to Mounds View High School and Valentine Hill <br />Elementary School. He outlined they were finalizing the plans and submitting additional funding <br />applications in the spring of this year. They were successful with MnDOT Safe Routes to School. <br />They are completing bid documents, permitting and right of way acquisition. There are a small <br />number of small private parcels and they need to coordinate with Ramsey County, MnDOT and <br />Bethel University. The total cost is estimated at $3.2 million dollars, contingent on engineering, <br />easement and acquisition is approximately $4.5 million. Funding sources include $1 million from <br />Safe Routes for School which is state money with no match requirements. Regional solicitation <br />money was received last year; that is typically a federal program. This project was funded by <br />unique local tax money. Having non-federal funding sources benefits the permitting, right of way <br />and construction administration process. There is a 20% match that can be matched with City or <br />County money that has been committed. This is 2028-2029 funding, it can be advanced and the <br />project is programmed for 2026 construction, consistent with the other money we have received. <br />The MnDOT money is programmed for 2025-2026. <br />Councilmember Holden asked if County money could be used for the 20% match. <br />Mike McGarvey confirmed. He understands that it can come from the City or the County. There <br />is a bonding request at the legislature. <br />Councilmember Holden had a recent meeting with the Governor. He said he would put it in at <br />$1.6 million and it was already in the Transportation Fund. She asked where the match comes <br />from, if it was in the general bond. She said in the state bonding system, you can't ask for the <br />entire $1.6 million if there isn't any match money. <br />Mike McGarvey said his understanding is that the regional solicitation money can be funded <br />with the money that the County has already committed to the project. The total project cost is $4.5 <br />million. The Safe Routes to School, the regional solicitation has a $200,000 match. The $1.2 <br />million that the County has committed, could cover that $200,000 match requirement. The <br />MnDOT money has no match requirement. The Ramsey County contribution is up from what was <br />presented previously. The total City obligation is $1.25 million. There is the bonding request of <br />$1.65 million. <br />Councilmember Monson asked for clarity regarding Councilmember Holden's comment. If we <br />received $1.6 million at the state level, do we have to match $1.6 million? <br />Councilmember Holden said right now we could only receive $1.2 million. Depending on what <br />pot the bonding money comes from at the State level, there may or may not be a match. The most <br />we can ever get from them is 50% of the total. <br />Councilmember Monson asked if the request should be reduced from $1.6 million to $650,000. <br />
