<br />. <br /> <br />.. <br /> <br />. <br /> <br />Minutes of Special Council Meeting <br />Page two <br /> <br />March 22, 1976 <br /> <br />Bike and Walkway System, Five Year Park Acquisition Plan and Capital <br />Improvement Program <br />Deferred to March 29th Council Meeting. <br /> <br />OTHER BUSINESS <br /> <br />Street Sweeper <br />Woodburn reported that $2600 Is budgeted for 1976 street sweeping. <br />Council concurred that Johansen be authorized to make arrangements <br />for the spring street sweeping at the estimated cost of $27.00/hour. <br /> <br />. <br /> <br />ingerson Road Drainage Problem <br />Woodburn reported that a low area has developed near 1213 Ingerson <br />Road which does not drain. Council concurred that County should be <br />advised of situation and requested to correct the problem. <br /> <br />Sewer Back-up Claim for Damagas <br />McNlesh reported that claim has been referred to Hlte Agency for <br />submission to Insurance company for payment. <br /> <br />Annual International Conference of Public Finance <br />Crichton moved, seconded by Feyereisen, that Council authorize pay- <br />ment of the registration fee for Treasurer Donald lamb (approxi- <br />mately $90.00) to attend the Annual International Conference of <br />Public Finance In San Francisco, May 2 to 6. Motion carried unani- <br />mously. <br /> <br />REPORT OF VillAGE BUilDING INSPECTOR lARRY SQUIRES <br /> <br />Mounds View High School Building Alterations <br />Squires referred Council to his memo of 3/17/76, reporting that In- <br />terior alterations are proposed for several rooms at Mounds View High <br />School, and the previouSly proposed canoplas (from the two steel <br />classroom buildings to the main building) are now proposed to be <br />constructed. Council concurred that Building Permits can be Issued <br />subject to State Code requirements; authorization for this construc- <br />tion has been approved by the Councl I (Case 74-26). <br /> <br />Energy Conservation Seminar <br />Squires reported that some of the energy regulations are not workable; <br />attended a seminar, March 18th, which was advisory in nature as to <br />regulations which apparently are not workable; Building Officials to use <br />own Judgement pending revised regulations. <br /> <br />Attic Storage <br />McNlesh was requested to determine requirements for retaining Build- <br />ing Plans (residential, commercial, Industrial) and other records <br />now stored in Village Hall attic. Councli suggested that possibly . <br />some storage space could be found In Public Works Bul iding, and direc- <br />ted that attic area of Village Hall be arranged to prevent potential <br />fire hazard. <br /> <br />REPORT OF CLERK ADMINISTRATOR CHARLOTTE MCNlESH <br /> <br />Squad Car Bids - Officer LaValle <br />Officer LaVaite referred Council to Squad Car Bid tabulation re <br />bids received from: <br /> <br />. <br /> <br />Central Chrysler Plymouth Inc. <br />Rosedale Chevrolet <br />White Bear Dodge, Inc. <br /> <br />laValie reviewed the recommendations of the Police Department; copies <br />of which were prasented to the Council for consideration. <br /> <br />In discussion, laValle advised that he felt two new squads are needed; <br />anticipates need of two new squads In 1977 also; low mileage car each <br />year to be retained for third squad; anticipates from then on that'a <br />new car be needed each I to It years. <br /> <br />After discussion, Crichton moved, seconded by Crepeau, that Council <br />authorize the purchase of one Chevrolet squad car from Roseda'e <br />Chevrolet at net cost of $3,984.26, with trade in of 1975 Impala. <br />Motion carried unanimouSly. <br /> <br />-2- <br />
