<br />Page 1 of 5 <br /> <br />NEW BUSINESS – 11B <br /> MEMORANDUM <br /> <br />DATE: May 27, 2025 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Jessica Jagoe, Interim City Administrator <br /> <br />FROM: Elena Fransen, Senior Planner <br /> <br />SUBJECT: Planning Case #25-003 – Public Hearing Required <br /> Applicant: City of Arden Hills <br />Request: Zoning Code Amendments – Chapter 13, Thrift Store Use <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />Motions to approve, table or deny the following: <br />• Adoption of Ordinance 2025-001 for Planning Clase 25-003 regarding a Zoning Code <br />amendment to Chapter 13, Section 1305 to modify definitions for thrift store use, 1320 to <br />determine zoning districts for thrift store use, and 1325 to establish performance standards <br />for thrift store use and authorization to publish a Summary Ordinance of 2025-001. <br /> <br />Approval for authorization to publish summary ordinance requires an affirmative vote of four councilmembers. <br /> <br />Overview of Ordinance Amendments <br /> <br />Staff has prepared a draft ordinance identifying language to be added for the City Council’s review <br />(Attachment A). The proposed ordinance would expand the definition for a thrift store use to <br />include a Class I and Class II use as well as add a new land use type for a Class I thrift store use <br />and rename the existing thrift store use to Class II thrift store. As drafted, the City would allow a <br />Class I thrift store use as a permitted use in the B-2, B-3, B-4, and I-FLEX Zoning Districts and <br />add a Class II thrift store use as a use allowed by a conditional use permit in the B-2 and B-3 <br />Zoning Districts. The language also modifies existing criteria for all thrift store uses with several <br />additional conditions to further differentiate the Class I and Class II thrift store uses. <br />Proposed Language: <br />Section 1305, Rules, Scope, Interpretation, & Definitions
