Thrift store, Class I may be permitted as a principal use if they meet the <br />conditions stipulated above for all thrift stores, conditions stipulated in the thrift <br />store, Class I definition and the following conditions: <br />i. A drive-through shall not be allowed. <br />ii. There shall be no outdoor collection/donation area or receiving and <br />transferring of goods exterior of the business. All receipt and transfer of <br />goods shall take place interior of the business. The receiving of used <br />goods which are of either a large quantity or size shall be transported to <br />the thrift store by the Business Owner in order to limit circulation impacts <br />and traffic management to the neighboring multi-tenant businesses. <br />C. Thrift store, Class II <br />a. Thrift store, Class II may be allowed by Conditional Use Permit as regulated in <br />Section 1355.04 Subd. 3 if they meet the conditions stipulated above for all thrift <br />stores, the conditions stipulated in the thrift store, Class II definition and the <br />following conditions: <br /> <br />i. All merchandise receiving and transfer shall occur within a completely <br />enclosed principal structure. <br /> <br />ii. D. For any thrift store that accepts donations, aAt least one (1) accessory <br />drive-through service lane shall be provided. for stores over 5,000 square <br />feet in size. <br />iii. E. Accessory drive-through service lanes leading to and accessing the <br />indoor collection/donation area shall meet the following conditions: <br /> 1. Drive-through service lanes shall not be permitted within the <br />front, side, or rear yards which abut a public street. <br /> 2. Drive-through lanes shall be designed in a manner that <br />segregates the drop-off lane from drive lanes, parking spaces, and <br />sidewalks. <br /> 3. The drive-through service lane shall be a minimum of fourteen <br />(14) feet wide and provide up to one hundred sixty (160) linear feet of <br />automobile stacking space within the site. <br /> 4. Automobile stacking shall not interfere with on-site drive lanes, <br />fire lanes, parking stalls, loading areas, access to trash/recycling <br />dumpsters, or sidewalks. <br /> 5. Drive-through service lanes shall not open directly onto a public <br />street. <br /> 6. Directional signage shall be provided to direct customers to the <br />collection/donation area.
