The Applicant shall contribute $200,000 to the cost of installing a trail along Snelling <br />Avenue and within Snelling Avenue right-of-way to serve as a connection to Royal Hills <br />Park. The City shall complete the construction of the trail. Trail costs in excess of <br />$200,000 will be paid by the City using funds from the Applicant’s park development <br />fee. <br /> <br />The City Council also struck Condition 29 of Resolution 2025-007. <br /> <br />This project requires a Development Agreement between the City and the Developer before the <br />development permits can be issued. The City Attorney has prepared the Agreement reflective of <br />both resolutions and the document has been reviewed and approved by the Applicant and staff <br />(Attachment A). <br /> <br />Options and Motion Language <br /> <br />Staff has provided the following motion language for this case. <br /> <br />1. Approval: Motion to approve the Development Agreement for Trident Development based on <br />the City Council approval of Planning Case 24-018 on January 13, 2025 and the City Council <br />adoption of Resolution 2025-040 on May 12, 2025. <br /> <br />2. Denial: Motion to deny the Development Agreement for Trident Development based on the <br />City Council approval of Planning Case 24-018 on January 13, 2025 and the City Council <br />adoption of Resolution 2025-040 on May 12, 2025: the City Council should identify findings <br />to deny should specifically reference the reasons for denial and why those reasons cannot be <br />mitigated. <br /> <br />3.
