<br />Page 1 of 9 <br /> <br />PUBLIC HEARING – 10A <br /> <br /> MEMORANDUM <br /> <br />DATE: May 27, 2025 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Jessica Jagoe, City Administrator <br /> <br />FROM: Elena Fransen, Senior Planner <br /> <br />SUBJECT: Planning Case #25-003 – Public Hearing Required <br /> Applicant: City of Arden Hills <br />Request: Zoning Code Amendments – Chapter 13, Thrift Store Use <br /> <br />Council Should Consider <br /> <br />Hold the required public hearing for Planning Case 25-003, a text amendment to the Zoning Code <br />to modify definitions for thrift store use, determine zoning districts for thrift store use, and establish <br />performance standards for thrift store use. The City Council will be asked to make a formal <br />decision regarding the application under Agenda Item 11B. <br /> <br />Background <br /> <br />History of thrift store land use definition <br /> <br />At the October 19, 2015 City Council Work Session, staff presented possible revisions to the <br />Zoning Code to address retail and resale businesses as directed by the City Council. Revisions <br />were drafted after staff completed research on the operational characteristics of thrift stores, such <br />as receiving materials and processing items for resale. <br /> <br />At the December 21, 2015 City Council Work Session, staff shared two separate definitions to <br />clarify the difference between “Retail Sales and Services” and “Thrift Store” establishments. Staff <br />also shared drafted Conditional Use Permit criteria for Thrift Stores. <br /> <br />The drafted amendments were reviewed at the February 29, 2016 Regular City Council Meeting <br />and approved with amendments to adopt the definitions and allow thrift stores as a conditional use <br />in the B-4 and I-FLEX Zoning Districts. <br /> <br />Current Language for Thrift Store use <br />The Arden Hills Zoning Code defines the Thrift Store use as follows:
