The drive-through service lane shall be a minimum of fourteen <br />(14) feet wide and provide up to one hundred sixty (160) linear feet of <br />automobile stacking space within the site. <br /> 4. Automobile stacking shall not interfere with on-site drive lanes, <br />fire lanes, parking stalls, loading areas, access to trash/recycling <br />dumpsters, or sidewalks. <br /> 5. Drive-through service lanes shall not open directly onto a public <br />street. <br /> 6. Directional signage shall be provided to direct customers to the <br />collection/donation area. <br />iv. F. Thrift stores that have drive-through collection/donation facilities <br />shall meet the standards within Section 1325.04 Additional Minimum <br />Requirements for Drive-in Businesses, Drive-up Windows, Fast Food <br />Restaurants and Automobile Service Stations. <br />(added 2/29/16) <br />The City Council is asked to review the drafted ordinance amendment language and discuss the <br />proposed. The City Council’s discussion may include reviewing the definitions for a Class I and <br />Class II thrift store use, the criteria established for a Class I and Class II thrift store use’s operations <br />and the compatibility of a Class II thrift store use in the B-2 and B-3 Zoning Districts. <br /> <br />Planning Commission Review <br /> <br />The Planning Commission reviewed this application at the May 7, 2025 meeting. The Commission <br />discussed how the language would allow for thrift store uses in more zoning districts with clear <br />parameters for the business operations associated with thrift stores of various intensities. The <br />Planning Commission recommended several amendments to the drafted language to increase <br />clarity and address how merchandise receiving and transfer could be managed for a Class I thrift <br />store use. <br /> <br />An ordinance amendment to the Zoning Code does require a public hearing before the Planning <br />Commission. The Planning Commission held the required public hearing on May 7, 2025. One <br />comment was provided in favor of the application. The Commission voted 6-0 to recommend <br />approval, with three recommended amendments, of Planning Case 25-003. The amendments have <br />been described in the body of this report. <br /> <br />Public Comment <br /> <br />A Zoning Code Amendment requires a public hearing. Notice was published in the Pioneer Press <br />on May 15, 2025.
