3 <br /> <br /> <br /> SECTION 3. Chapter 13 - Zoning Code, Section 1325 – General Regulation, subsection <br />1325.046 is hereby amended by deleting strikethrough language and adding the underlined <br />language as follows: <br /> <br />1325.046 Thrift Store Additional Conditional Use Permit Criteria. <br />Subd. 1 Development Standards Thrift Stores. Thrift stores are allowed as either principal uses or <br />conditional uses depending on the characteristics of the operations. <br />A. All thrift stores shall comply with the following conditions: <br /> <br />a. A. All merchandise receiving, transfer, sorting, processing, and storage shall <br />occur within a completely enclosed principal structure. <br /> <br />b. B. No exterior storage or the use of exterior storage containers or semi-trailers for <br />storage shall be allowed upon the site. <br /> <br />c. C. Waste and recycling receptacles and equipment shall be completely contained <br />within a principal or accessory structure. <br /> <br />B. Thrift Store, Class I <br /> <br />a. Thrift store, Class I may be permitted as a principal use if they meet the <br />conditions stipulated above for all thrift stores, conditions stipulated in the thrift <br />store, Class I definition and the following conditions. <br /> <br />i. A drive-through shall not be allowed. <br /> <br />ii. There shall be no outdoor collection/donation area or receiving and <br />transferring of goods exterior of the business. All receipt and transfer of <br />goods shall take place interior of the business. The receiving of used <br />goods which are of either a large quantity or size shall be transported to <br />the thrift store by the Business Owner in order to limit circulation impacts <br />and traffic management to the neighboring multi-tenant businesses. <br /> <br />C. Thrift Store, Class II <br />a. Thrift store, Class II may be allowed by Conditional Use Permit as regulated in <br />Section 1355.04 Subd. 3 if they meet the conditions stipulated above for all thrift <br />stores, the conditions stipulated in the thrift store, Class II definition and the <br />following conditions: <br />i. All merchandise receiving and transfer shall occur within a completely <br />enclosed principal structure. <br />ii. D. For any thrift store that accepts donations, aAt least one (1) accessory <br />drive-through service lane shall be provided. For stores over 5,000 square <br />feet in size.
