MEMORANDUM <br />Rice Creek Commons Water Distribution System Modeling Results Update <br />January, 2025 <br />Page 13 <br />H:\KIMLEYHO_PR\0T4133552000\2_Preliminary\C_Reports\Preliminary Design Report Update\Report Update\Water Preliminary Engineering Analysis\Memo-Rice Creek Commons Water <br />Distrib Sys Modeling Results Update Final Draft 01.24.2025.docx <br />entire TCAAP development as shown in Appendix B, and will accommodate background <br />growth in Arden Hills as well as some development intensification within the TCAAP site. <br />Further study of water tower imbalance between the proposed tower and existing north <br />tower is needed when developing plans and constructing this proposed new tower. <br />Additional SCADA controls, security features, and telecom needs will be included in the final <br />design. <br />x Install three watermain connections to the TCAAP/RCC development area. Three <br />connections offer redundancy and would maintain a looped supply to the TCAAP/RCC Site in <br />the event that one of the crossings experiences a watermain break. Two from south of <br />County Road 96: 1) at Spine Road intersection, and 2) east of the Spine Road connection <br />south of the proposed water tower site, and 3) from existing watermain east of U.S. <br />Highway 10 which has already been installed. A minimum of 12” diameter pipe should be <br />installed; this is the smallest size to keep flow velocities below 10 feet per second under <br />peak hour demands or MDD with fire flows. Velocities below 10 feet per second help <br />minimize scouring of pipe linings. <br />x Additional interconnections may be valuable to provide additional redundancy in the event <br />of system failures. Outlot A (the “Thumb”) may have an interconnection with the City of <br />Mounds View, per the exhibit in the 2015 Preliminary Design Report shown in Appendix C. <br />Based on the analyses above, the following recommendations are made: <br />1. Connect the TCAAP redevelopment area to the existing system from the south (across Highway <br />96 at the Spine Road) and from the west (across U.S. Highway 10) with a minimum of 12” <br />diameter pipe. A third 12” pipe going south from the water tower (acrossHighway 96) would <br />also be beneficial for phasing purposes (this would provide initial water tower looping), but is not <br />included in the current estimates. Construct a 1.0 to 1.5 MG water storage tower having the <br />same high water elevation as Arden Hills’ existing NorthTower. <br />2. Construct an additional pumping system in the existing 12” pipe crossing I-694 near the <br />intersection of I-694 and Snelling Avenue in Arden Hills, providing a similar pressure increase to <br />Arden Hills’ existing booster station. <br />3. Operate the TCAAP development in the same pressure zone as Arden Hills’ existing high pressure <br />zone. <br />4.
