There is no explicit Park / Open Space use listed. We recommend adding this and allow <br />it by right in the POS district. <br />6. A handful of changes are recommended for accessory uses: <br />a. Remove some uses that are listed as accessory but are really principal uses: Business <br />Services; Clubs, Sports and Fitness; Personal Services. A Dog Run is an accessory use that <br />does not need to be called out but can be handled similar to other accessory <br />structures/uses such as sheds, gazebos, play equipment, etc. <br />b. We recommend allowing Drive-up Windows and Solar Energy Systems in additional <br />districts. <br />c. Because the I-2 district was eliminated, we recommend allowing Exterior Storage in the <br />I-1 as permitted with standards. This would accommodate the existing lumberyard. <br /> <br />QUESTIONS FOR DISCUSSION <br />• Are there questions or concerns around any of the recommended lot and site standard <br />changes? <br />• Are there other changes to the principal and accessory use tables that should be considered? <br /> <br />Development Standards <br />As part of this code update, reviewing the City’s current development standards provides the <br />opportunity to assess whether or not there are topics that need further regulation or increased <br />flexibility. Beyond general reformatting and clarification edits, HKGi has identified key topics that <br />necessitate a policy discussion for the updates. These topics include: Parking, Signage, Landscaping, <br />Non-residential Exterior Storage, and Outdoor Lighting. Background on the existing provisions will be <br />provided, with a recommended approach for the update. Commissioners’ feedback on the proposed <br />approach and discussion of any other topics of concern are welcome for consideration in providing <br />direction on the code update. <br /> <br />Parking <br />• Minimum Parking Requirements <br />Regulating minimum parking requirements ensures that all uses provide sufficient on-site/off- <br />street parking to mitigate traffic and circulation concerns. The current minimum parking <br />requirements table has been identified as a necessary element to update for this topic, due to <br />inconsistencies with the use table. There are also some concerns that certain uses may be <br />required to provide more parking than necessary. While there is no perfect calculation to <br />determine the appropriate number of stalls to require and the requirements can be highly <br />customizable, it is beneficial to understand the current parking demands for different uses. <br /> <br />During the meeting, we will explore adjusting some of the use terminology to be more <br />generalized and consistent with the use table for easier administration of the code.
