Page 1 of 2 <br /> <br />AGENDA ITEM – 3B <br /> <br />MEMORANDUM <br /> <br />DATE: May 28, 2025 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Jessica Jagoe, City Administrator <br /> <br />SUBJECT: Keeping of Chickens and Ducks Discussion <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />Council should review Ordinance 2021-008 and provide direction to staff on the keeping of <br />chickens and/or ducks. <br /> <br />Background <br /> <br />At the May 12th work session, the City Council requested that the ordinance for the keeping of <br />chickens as well as the topic of ducks be brought to the special work session scheduled for May <br />28th for discussion. <br /> <br />Between 2020 – 2021, the City Council discussed the keeping of chickens in Arden Hills. In <br />preparing the draft ordinance language, the City conducted a survey in November 2020 and <br />referred to the document that is used by a number of adjacent communities titled <br />“Recommendations for Municipal Regulation of Urban Chickens” (Attachment B). This <br />document guided the language for development of ordinance standards and best practices for <br />licensing requirements. On September 27, 2021, the City adopted Ordinance 2021-008 <br />(Attachment A) for the Keeping of Chickens. <br /> <br />In August 2023, Council direction was given to add to the agenda planning list for future <br />discussion, the potential keeping of ducks. <br /> <br />Keeping of Ducks <br /> <br />Staff conducted a survey of adjacent communities for their ordinance language for the keeping of <br />ducks. Of 10 surveyed communities, six (6) allow for the keeping of ducks. The definition of a <br />duck varied in the reviewed ordinances. Four (4) of the cities included chickens and ducks in the <br />same definition. The following definitions were applied to ducks: <br />
