Page 1 of 2 <br /> <br />NEW BUSINESS – 11B <br /> <br />MEMORANDUM <br /> DATE: June 23, 2025 <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: Adoption of Ordinance for Extension of Cable Franchise Agreement <br />Budgeted Amount: Actual Amount: Funding Source: <br />$92,000 Annually N/A Cable Fund <br /> <br />Council Should Consider <br />Motion to approve, table, or deny the following: <br /> <br />• Adoption of Ordinance 2025-002 for Extension of Cable Franchise Agreement with Comcast. <br /> <br />Background <br />On November 13, 2017, the City adopted Ordinance 2017-008 for the Cable Television Franchise <br />Ordinance. The extension would start at the end of our current agreement in 2027 and run for five <br />(5) years through 2032. In 2024, Comcast sent a notice to the NSCC that it desired to renew the <br />cable television franchise which had a term through 2027. Shortly after receiving the notice, the <br />NSCC adopted a resolution commencing the renewal process and sent a letter to Comcast in <br />response to Comcast agreeing to pursue the cable television franchise renewal through the informal <br />– contract negotiation – process as contemplated in the federal cable act. In 2025, NSCC counsel <br />and Comcast tentatively agreed on a cable franchise renewal extension that would extend the <br />current terms and conditions of the cable television franchise through 2032. The NSCC <br />recommended adoption of the Franchise Extension Agreement Ordinance by the City and all of its <br />member cities at its meeting in May. <br /> <br />The City Attorney has reviewed and had no additional comments for Council consideration. <br /> <br />Council Requested Action <br />Staff requests that the City Council consider the following motions for adoption Ordinance 2025-002: <br /> <br />1) Motion to Approve Adoption of Ordinance 2025-002 for Extension of Cable Franchise <br />Agreement to extend at the end of current agreement for an additional five (5) years the cable <br />television franchise agreement granted to Comcast to construct, operate and maintain a cable <br />television system through a cable television franchise ordinance. <br /> <br />2) Motion to deny Adoption of Ordinance 2025-002 for Extension of Cable Franchise <br />Agreement to extend at the end of current agreement for an additional five (5) years the cable <br />television franchise agreement granted to Comcast to construct, operate and maintain a cable
